NRC is looking for Logistics officer in our office in Severodonetsk, Ukraine.
The Logistics Officer (procurement) is responsible for the conducting procurement tasks within the NRC Logistic support section in NRC Ukraine.

Job description

Map the construction industry: identify and map construction companies, including their capacities of supplying material and manpower and undertaking works, linked-up with possible employment opportunities of IDPs.
Produce feasibility analysis - research, develop and keep up-to-date information (mapping) on the construction industry in Ukraine, particularly in Donetsk and Luhansk oblast;
Construction project support - manage construction contract/bid process; participate in regular construction meetings, ensure flow of communication throughout feasibility and construction process.
Contribute to the development of Logistics as a support service in NRC Ukraine to meet needs and cover gaps in the other Departments. Develop these areas according to NRC policy, guidelines and Ukraine legislation.
Be the focal point and coordinating the task the Logistics Coordinator have initiated.
In close cooperation with staff propose development initiative to Management within the Department.
Assist with any other duties assigned by the Logistics Coordinator, as and when required.
Supervise one or more Procurement Assistants as required.
Adhere to NRC standard procurement practices, keeping records keeping in accordance with audit trail standards.
On daily basis, for all procurement transactions, use NRCs procurement system (Agresso) ensuring timely and accurate entry of data required for execution of procurement transactions
Ensure fraud and corruption awareness is exercised through procurement communication/documentation (request for quotation/proposal, purchase contract, vendor documents)
Responsible for obtaining a minimum of three quotations per purchase (if tender process is required), preparing the resulting Comparative Bid Analysis and recommendations to purchase and the systematically documentation of all relevant information in Purchase Committee minutes where appropriate.
Ensure that all appropriate supporting documents are prepared for approval to the management.
Execute, following appropriate authorization, the purchase and delivery of supplies in a timely and cost effective manner.
Liaise and coordinate in a timely manner with the relevant programs, departments, units, and services regarding delivery of supplies, keeping all parties informed of any changes.
Ensure that the Purchase Tracking information is maintained and is available for distribution to managers on a regular basis.
Logistics Officer (Procurement) to identify and maintain an accurate and up-to-date supplier information database for regularly purchased items, keeping informed of local market conditions.
Establish and maintain a good professional working relationship with suppliers and Service Providers.
Ensure, though extensive travel and market investigation, that all purchased goods meet NRC standards, are fit for their intended purpose and have, where required, appropriate quality assurances.
Liaise with international, governmental and non-governmental counterpart

Qualifications

Experience from working with procurement in a humanitarian/recovery context
Previous experience from working in complex and volatile contexts
Documented results related to the position's responsibilities
Knowledge about own leadership skills/profile
Working knowledge and communication in English, both written and verbal
Knowledge of Ukrainian or Russian language
Formal education in Construction or Engineering
Construction Contract management experience
Previous experience in NGO will be an advantage
Basic Knowledge of the context in the areas NRC operates
