The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

We are looking for Shelter Coordinator (Housing Development) in our office in Severodonetsk.
The purpose of the Shelter Coordinator (Housing Development) position is to support all aspects of housing project development from planning to closeout.

Job description

Adherence to shelter tools and handbooks and other NRC policies.
Contribute to shelter strategy development and provide input on needs and gaps from relevant area.
Manage and implement delegated portfolio of shelter projects (activities, budget and project documentation) in line with proposals, strategies and donor requirements, and ensure high technical quality, and provide regular reports to Project Manager.
Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist.
Develop and manage project budget, as delegated from Project Manager.
Promote and share ideas for improvement and necessary changes in the activities.
Ensure capacity building of project staff and transfer key skills.
Liaison and collaborate with relevant local authorities and stakeholders.
Promote the rights of IDPs/returnees in line with the advocacy strategy.
Researches and develops operating budgets and project schedules.
Researches and develops information required for project concept development, including community/IDPs needs.
Maps and obtains all authorizations required.
Participates in regular construction meetings, ensures flow of communication throughout construction process.
Supports construction contract/bid process.

Qualifications

Minimum 4 years' experience from working in housing development, preferably in Ukraine.
Higher education in finance, public administration, construction engineering, architecture.
Documented results related to the position's responsibilities.
Knowledge about own leadership skills/profile.
Good command of in English, both written and verbal.
Fluent in Ukrainian or Russian.
Experience with different aspects and phases of real estate, as well as skills in financial management.
Solid understanding and experience of crisis contexts and working in complex emergencies.
Valid driver's license.
Good knowledge of the working environment in Ukraine.

We offer

Contract period: 12 months. This position is subject to funding availability.
Salary/benefits: According to NRC country policy
Duty station: Severodonetsk
Travel: 30 % in the field location
