NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

NRC is looking for Shelter Coordinator (Durable Solutions) in our office in Severodonetsk

Job description

Coordinate and implement the Shelter (Durable Solutions) project according to strategy, proposals and plans.
Ensure adherence to NRC policies and donor requirements.
Develop annual activity and work plans.
Supervision, training and development of Shelter staff.
Promote and share ideas for improvement and necessary changes in the activities
Cooperate with relevant partners and local authorities.
Organize trainings for the Shelter team, relevant partners and beneficiaries.
Monthly activity/project reports and other reporting as required.
Ensure proper filing of all project documents.
Promote the rights of Internal Displaced Persons (IDPs)/returnees in line with the advocacy strategy.
Ensure harmonization of NRC durable solution activities internally within the NRC Ukraine Shelter programme and other Core Competencies (CC), and externally with other agencies and in line with international norms and standards.
Support the development of policies, position papers, SOPs and toolkits on issues related to durable solutions in coordination with the Project Manager (PM).
Coordinate and plan with other NRC teams and government authorities to implement local integration and return activities for IDPs in line with agreed procedures and standards, in coordination with the Project Manager.
Support advocacy activities with local authorities and other agencies to facilitate the attainment of durable solutions for IDPs.
Enhance early and effective partnerships and promote improved understanding of reintegration and other durable solutions among local authorities and other relevant stakeholders.
Support other team members through information and coordination with other durable solutions stakeholders including NGOs, UN and government.
Monitor, analyze and document issues of concern arising during the casework with beneficiaries.
Prepare and follow-up workplans, implementation strategies and monitoring plans for local integration and return programmes.
Follow up with Finance staff to ensure that financial transactions are properly recorded.
Carry out periodic assessments and analysis on the economic and social recovery situations for returnees to support innovative approaches for durable solutions.
Contribute to the proposals writing and budgets drafting process.
Represent Shelter (Durable Solutions) project in various coordination forums and working groups (e.g. Shelter cluster).
Perform any other tasks as requested by Shelter Programme Development Manager, Area Manager or Country Director.
Coordinate the work of the NRC Shelter Durable Solutions team.

Qualifications

Minimum 3 years of experience from a senior level project implementation position. Experience in housing development programming will be an advantage.
Documented results related to the position's responsibilities.
Knowledge about own leadership skills/profile.
Fluency in English, both written and verbal.
Valid driver's license.
Relevant university degree or working experience.
Experience of coordination and advocacy work.
Willingness to work in demanding and stressful situations.
Fluency in Russian and Ukrainian.
In depth knowledge of the context in Ukraine.

Contract period: 12 months. This position is subject to funding availability.
