GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.

 

GGGI supports stakeholders through complementary and integrated workstreams – Green Growth Planning & Implementation and Knowledge Solutions – that deliver comprehensive products designed to assist in developing, financing, and mainstreaming green growth in national economic development plans.

 

Green Growth Planning and Implementation (GGP&I) is the in-country delivery mechanism for GGGI. It supports partner countries to achieve development priorities through evidence based green growth planning and implementation. 

 

Recently, at the request of the Hungarian Government, GGGI is in the process of establishing a regional climate change fund as a pooled mechanism to streamline allocation, programming, disbursement, and monitoring climate finance. In order establish and operationalize the fund, a Public Financial Specialist (PF) is being established.

Objectives/Purpose of the Assignment:

 

Reporting to the Senior adviser position on strengthening green growth and climate funds, Green Growth Planning and Implementation (GGP&I) Division, the Public Financial Specialist will provide targeted technical assistance to establish the regional fund. The specialist will work within a team to coordinate and further assess existing planning, budgeting and public financial management systems and advise on climate finance assessments, mainstreaming climate change into public finance management systems and practice and, strengthening coordination mechanisms.

 

The position will provide Public Financial expertise and oversight both at regional and national level, including guidance to the design team delivering outputs to the project, as well as regular facilitation of Public Finance related dialogue. S/he will manage the Public Finance component of the fund design and play an active role in supporting the coordination in this area.

 

 

 

Scope of Work:

 

  • Review and update the relevance of the regional fund in the context of national/regional budget setting process;
  • Assess the effects of different types of fiscal instruments for mobilizing and channeling climate fund;
  • Build and update a scenario of the full range of available sources of climate funds in the Balkan region, including domestic and international sources;
  • Assess Public Finance requirements of accessing funding from multilateral funds, including Green Climate Fund, and design relevant components of the design fund accordingly;
  • Assess the scope for inclusion of private sector involvement in climate finance (both as beneficiaries and sources of funding);
  • Work out a full range of climate finance management options with pros and cons in the country and regional context;
  • Conduct a comprehensive comparative advantage analysis in terms of institutional set up;
  • Prepare operational guideline for accounting, budgeting, procurement procedures of the fund;
  • Support country and regional level stakeholder consultations, technical research related to public finance as well as contributing to the production of fund design document.

Output/Reporting Requirements/Deliverables:

 

  • Identify all climate related sources of funds and potential sources of funds as recognized in the Medium-Term Expenditure Framework and National Budget within the region;
  • Prepare long term costs of climate sensitive works identified in NDCs in the region;
  • Develop Long Term Climate Fiscal Framework for the regional fund, based on assessed needs;
  • Advise on integration mechanisms under Public Expenditure Program and support existing MIS modules;
  • Propose sources (from national/regional revenue sources) and deployment of funds, and its financial management strategy;
  • Build options for program based approaches for climate finance;
  • Prepare Public Finance guidelines for the fund;
  • Advise on management & control systems as well as support audit frameworks.

Qualifications/Experience/Expertise

 

QUALIFICATIONS

 

Minimum:

 

  • Master's degree in economics, public policy and finance or related subject;
  • At least 5 years' professional experience in in public administration and/or financial management systems;
  • Experience in supporting public expenditure and finance assessments;
  • Excellent knowledge of multilateral, regional and bilateral climate finance mechanisms;

 

Preferred:

  • Professional knowledge and experience of Public Finance policies, systems, processes in the Balkan region;
  • Previous working experience within the Balkan region would be an asset.
  • Knowledge of a Balkan language is an advantage
  • Proven technical and analytical capabilities on Public Finance and associated supporting MIS systems;
  • Proven partnership building experience with internal and external stakeholders with a focus on impact and results
