Context:

Under direct supervision of the Chief of Mission (CoM) in Colombo, Sri Lanka and technical guidance of the Head of Land, Property and Reparations Division (LPR) in Headquarters (HQs) and in close coordination with the Regional Office for Asia-Pacific (ROAP), the successful candidate will be in charge of the Reparations & Reconciliation Unit’s (RRU) programme portfolio, and will ensure continuous policy, technical and operational support to the overall peace-building process in Sri Lanka.

Core Functions / Responsibilities:

Project Level

1. Overall management of the “Promoting Reconciliation in Sri Lanka through Technical Assistance on Reparations” (PRSLTAR), including direct provision of strategic guidance on reparations policy, legislation, institutional setup and implementation to the Secretariat for Coordination of Reconciliation Mechanisms (SCRM) and the Reparations Office. 2. Ensure development and implementation of adequate assessment and mapping tools to identify and analyze the key needs and capacity parameters necessary for design and implementation of fair and efficient reparations programme in Sri Lanka. 3. Ensure development and implementation of tailored training modules, trainings, standard operating procedures, outreach strategy and other tools needed for timely and effective implementation of reparations.

Page 1 / 44. Train, guide and supervise national and international staff working on the PRSLTAR project. 5. Develop Terms of Reference for consultants and manage their work and deliverables. 6. Monitor and supervise the daily operations and conduct field visits.

7. Represent IOM in government, UN and other meetings of importance to the project. 8. Ensure appropriate visibility of the overall reparations programme and the IOM role in it. 9. Ensure timely and appropriate internal and external reporting.

Programme

10. Overall management of the projects and initiatives under the IOM Sri Lanka’s RRU, including transitional justice and reparations programmes, durable solutions for conflict induced Internally Displaced Population (IDP)s and refugees, national reconciliation, peacebuilding and social cohesion initiatives.

11. Design and conduct assessments, studies and develop analytical tools to identify needs and opportunities for IOM support to the reconciliation and social cohesion in the country. 12. Development of strategic frameworks, programmes and projects to enhance the government capacity and support communities.

13. Coordination of RRU programme with other UN Agencies and partners on joint initiatives. 14. Training, guidance and supervision of national and international staff, and consultants working for the RRU.

Policy & Liaison

15. Provide policy and expert advice and technical assistance to Govt. of Sri Lanka on all aspects of the reparations mechanism and related matters.

16. Act as the main IOM interlocutor for relevant Government bodies such as the SCRM, Office for National Unity and Reconciliation (ONUR), the working group on reparations and other Government bodies at central and local level involved in the national reconciliation and social cohesion efforts.

17. Serve as main focal point for engagement with UN and other partners on matters such as peacebuilding and reconciliation.

18. Represent IOM in relevant working groups, meetings and conferences at national and regional level.

19. Liaising with the Government to define modalities for collaboration and with donor community on fundraising for IOM projects and initiatives.

20. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, Law, International Relations or a related field from an accredited academic institution with seven years of relevant professional experience; or Page 2 / 4• University degree in the above fields with nine years of relevant professional experience. Experience

• Demonstrated experience in the thematic area;

• Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions;

• Knowledge of the region is an advantage.

Languages

Fluency in English is required. Working knowledge of any local languages is an advantage. Desirable Competencies:

Internationally recruited professional staff are required to be mobile.
