We are looking for a highly qualified Outreach Officer will be responsible for ensuring that the target beneficiary population is informed on and mobilized for the activities and services that are available to them in their community. S/he will manage outreach field teams as well as the referral team and be responsible for setting up and maintaining a community network composed of local CBOs and community focal points. 
 
Who are we? 
DRC is an international non-governmental organization, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world. With the vision that no displaced person must be in want of help to find protection and durable solutions, DRC provides assistance and protection to conflict-affected in many of the major conflicts in Asia, Africa and Middle East. The assistance can consist of relief and other humanitarian aid, rehabilitation and support to returning home, and the promotion of durable solutions. 
 
About the job 
The Outreach officer will also coordinate closely with the in centre Livelihood officer and when relevant supervise delocalised activities in partner CBO premises.The Outreach Officer will be based in DRC’s Mafraq Community Center and report to the Community Center Manager. 
 
 
Duties and Responsibilities 
• Create and/or maintain a network of local CBOs to be consulted for beneficiary identification and community information; 
• Create and/or maintain network of community focal points (in coordination with protection community committees) to be consulted for beneficiary identification and community information; 
• Encourage existing local leaders and networks to themselves reach out and disseminate the available information and collect needs; 
• Assist in the regular collection of information regarding beneficiary and community needs to feed in assessments and reports; 
• Manage and support outreach field team(s); 
• Manage and support the referral team(s); 
• Coordinate with Referral Manager to identify most efficient referral partners; 
• In coordination with Protection Department, keep the content of key info session up to date and relevant; 
• Regularly perform shadow visits of field outreach teams to ensure all activities are consistent with SoPs and guidelines; 
• Support the Livelihood department team in creating and/or maintaining a network of private sector actors to be consulted for beneficiary job seekers and job owners identification; 
• Facilitate community discussions about priority needs, possible solutions and coping mechanisms; 
• Collect all relevant information and suggestions from the communities and communicate them to the Community Center Manager (CCM) for efficient planning of trainings and information sessions; 
• Coordinate with CCM and Activity Officer for provision of delocalised services in partner premises; 
• Support the CCM and Field Coordinator in keeping updated stakeholder mapping and risk assessment tools; 
• Assist in the enforcement of HAP Principles of Accountability;  
• Ensure the application of DRC Code of Conduct and DRC Policies and Procedures. 
 
 
About you 
 
To be successful in this role you must have:  
 
Required qualifications/ experience: 
 
• Direct experience in community mobilization and facilitation; 
• Experience in community needs identification; 
• Experience with relationship management, working in local and vulnerable communities; 
• Experience with communicating and addressing the needs of vulnerable populations in Jordan. 
• Good interpersonal skills and ability to foster communication and negotiation among local stakeholders; 
• Strong organizational and time management skills; 
• Ability to work effectively as an integral part of a multi-disciplinary, multi-cultural team and to work with a wide range of government and community counterparts, and other stakeholders; 
• Demonstrated commitment to serving vulnerably individuals with respect, patience and understanding;  
• Bachelor degree or equivalent experience Strong qualifications in political/social science, psychology, social work, rural development or a relevant equivalent; 
• Direct experience with community mobilization and facilitation;  
• Experience in community needs identification;  
• Experience with relationship management, working in local and vulnerable communities;  
• Experience with communicating and addressing the needs of vulnerable populations in Jordan

We offer 
 
DRC will offer the successful applicant a three month contract as probation period, renewable dependent on both funding and performance. You must be available to start work As Soon As Possible and be willing and able to work in Mafraq-Jordan.
