The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

NRC started operations in Iran in 2012. We currently deliver humanitarian assistance in 5 provinces in the sectors of Education, Food Security and livelihoods, Water, Sanitation and Hygiene (WASH), Shelter construction, as well as Information, Counselling and Legal Assistance (ICLA). We co-lead several technical inter-agency working groups and provide capacity building to humanitarian partners in country. Next to our programs, NRC Iran also built an advocacy unit to develop joint messages and initiatives amongst INGOs to improve rights of the displaced. Following several recent breakthroughs, NRC Iran is scaling up substantially its activities in support of the Government of Iran efforts towards an estimated 3,6 million Afghans residing in country.

Job description

Generic responsibilities
1. Ensure compliance with NRC policies, guidelines and standards
2. Ensure compliance with CC strategy, tools, handbooks, guidelines and standards
3. CC specific technical responsibility for implementation of technical activities of CC project(s)
4. CC specific technical responsibility for the quality control and monitoring of project activities
5. CC specific technical responsibility for project documentation of technical activities of CC project(s)
6. Provide specific technical support and capacity building towards project staff
7. Provide specific technical analysis and feedback to NRC representatives in coordination forums
8. Assess, promote and document ideas for technical improvement and further program development options
9. Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
10. Monitor and document the implementation of project activities done by implementing partners and/or contractors (plan of action activities, contracts, financial expenditures and project documentation)

Specific responsibilities
1. Break down the operational plans into weekly, monthly and quarterly implementation plans
2. Support to NRC Logistics Department with tendering processes and the procurement of materials and supplies
3. Prepare periodic progress reports and other documents as required
4. Investigate and facilitate introduction of new technology, methods and approaches in order to improve the quality of the activities

Qualifications

• At least 10 years of work experience with similar responsibilities, preferably in the province of implementation•
• Experience from working within technical expertise area in a humanitarian/ recovery context
• Previous experience from working in complex and volatile contexts
• Core competency expertise
• Documented results related to the position’s responsibilities

Personal qualities

• Fluency in English and Persian, both written and spoken
• Proficiency in related civil related software including AutoCAD; and Microsoft Office
• Experience working with NGO/INGO will be a plus
• Knowledge of Afghan community in Iran would be an asset
