The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.
The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs
Under the guidance of the Finance Manager, the Finance Coordinator will:
Contribute to the achievement of NRC's objectives in Ukraine;
Contribute to the planning and implementation of the NRC projects in Ukraine;
Be responsible for the implementation of the financial procedures.
Job description
Ensure financial management routines and systems are properly implemented in accordance withquality and policy requirements from NRC, donors, auditors and the relevant authoritiesAssist FM on maintaining overall budget control and monitor cash flows and expenditures
Ensure optimal use of financial resources in the Country program
Provide required reports of the financial situation in the projects from Agresso accounting systemto the Program Managers, Project Coordinators & Area Managers
Maintain a particular responsibility towards transparency and accountability within finance systems
Coordinate with field offices on the monthly Cash boxes and ensure proper check before postingtransactions duly verified by FM on a daily basis into agresso.
Be responsible to oversee bank and cash withdrawals. And update FM on the balances.
Ensuring that the daily cash counts may be reconciled against the electronic daily cash records.
Be responsible to keep updated authorization table and obtain signatures of staff. Scan thedocuments and be sent to FM for archive.
Coordinate with Finance staff in the field offices in regard to pending advances and provide detailedreport to FM on a regular basis. Ensure all transfers are balanced monthly, trace and correct anyimbalances.
Be responsible to prepare month Balance Account Reconciliation (BRS) in a timely manner.
Be responsible verification of monthly payroll in line with labor code of Ukraine and in liaison with HRCoordinator and AM/PDMs responsible in the field.
Be updated Ukrainian law in regard to taxes, VAT, pension, social insurance and other taxes andensure that payments are in line with the country law.
Be responsible to follow the project registration with the Ukrainian authorities through NRC's Lawyer.
Tracking of all of the projects contract and give recommendation to finance Manager whenevernecessary.
Make sure that all financial activities are in compliance with local laws of Ukraine
Coordinate and be focal in-charge of the internal and external audits
Do any other duties that will be assigned by the FM or acting in-charge.
Qualifications
Solid experience in managing peopleDegree or Diploma in the field of Accounting or Business Administration and Finance
Previous experience working with other NGO's on finance related issues
Significant understanding of complex emergencies and crisis contexts
Must be able to prioritize and have excellent multitasking, documentation and reporting skills
Good problem-solving skills, diplomatic and self-directed
Fluency in both spoken and written English
High-level competency in computer skills (common Microsoft Windows and Office applications)
