UAE Urban Development Analyst

Under the supervision of the UAE Country Representative, the UAE urban development analyst will perform various analyses to inform policy and project development in the areas of low emission and climate resilient urban development. The post holder will identify and cultivate projects and assess impacts of various policy options and technology solutions to mitigate and build resilience against climate change and environmental degradations, accelerate urban economic diversification, and improve social inclusion at the city level.

The post holder will be assigned to various analytic tasks that involve data collection, mining, various analytics development, results verification and reporting as critical inputs for policy development and design in the areas of climate resilient urban planning, buildings, water and energy conservation & efficiency improvement, green transport, and sustainable tourism to name a few. The post holder, in a teamwork with the UAE office members and GGGI’s green city experts in HQ and other offices, will contribute to various policy design and development for the implementation of the UAE National Green Growth Strategy, the Green Agenda 2015-2030, the National Climate Change Plan and other overarching policy and institutional framework. In addition, the place holder will be working on cultivating new green and smart city project pipeline in the UAE and contribute to preparing project proposals and documents.

PURPOSE

Perform analyses to inform climate resilient low carbon urban development; Develop analytic result reports as key inputs for policy proposals:

  • Identify, define and undertake analytic steps to address policy issues related to urban development at hand; take charge of developing reports including results write-ups, and infographic and presentation designs for policy makers;
  • Assess alternative pathways for green city development in the UAE. Perform analyses to estimate various policy interventions and their composite scenarios reflecting targets and objectives of urban development of the UAE;
  • Providing technical expertise and advisory and developing relevant policy proposals and documents for climate resilient, low emission cities;
  • Develop analytic reports with adequate infographics and visual evidences for internal and external clients and audience.

 

ENGAGEMENT

Proactively work with other project team members from GGGI and counterpart government agencies in the UAE, ensuring identified policy issues are highly relevant and aligned with national priorities, analytic processes and methodologies applied to follow global best practice, and sources are verified under the constraints; his/her analytic findings are not committing errors, feasible and reflecting realities

  • Support the Country Representative and the project team in defining required analytic steps and methodologies for green city policy projects
  • Coordinate working groups for data inputs, workshops and technical sessions involving relevant GGGI green city experts and country stakeholders.
  • Perform analytic tasks as in the agreed project plans, ensuring high quality of policy advisory and technical analyses developed by GGGI
  • Support the packaging of high-quality policy proposals by luculently reflecting analytic results
  • Support establishing and managing online data and analytic repository in the UAE’s office knowledge sharing platform called the Green Growth MENA Network(GGGI).

 

DELIVERY

  • The position understands the urban development and green city related public policy development process, and can organize his/her analytical work to ensure that deliverables are provided in a timely manner to support subsequent work and consistent with the policy project cycle including stakeholder inputs and validations, counterpart Ministries and agencies clearance and approvals.
  • The position is able to present his/her analytic findings with concise and to-the-point result reports and high quality infographics and other visual aids to help policy makers’ decisions. 
  • The position is able to identify and elaborate on key policy issues and solutions for climate resilient, low emissions urban development of the UAE

 

REQUIREMENTS 

QUALIFICATIONS

  • All applicants must hold relevant academic credentials as well as professional experience;
  • Advanced degree in engineering, architecture, urban planning, economics, environmental policy, or other relevant fields; with more emphasis on climate change related to urban planning and energy
  • Minimum 3-5 years of relevant experience in one of the following areas: climate change mitigation and adaptation activities, particularly in low carbon and climate resilient urban development and reducing emissions from buildings, cities, urban economics, and policies.
  • In-depth knowledge and proven operational experience in addressing climate-change related issues in cities and related infrastructure services in developing countries (preferably Middle East).
  • Ability to meet deadlines with attention to detail and quality.
  • Ability to define problems, collect data, establish facts and draw valid conclusions.
  • Excellent interpersonal skills and ability to interact with a broad range of stakeholders; communicate at various level and maintain good working relationships.
  • Experience in establishing strong working relationships with colleagues from different backgrounds and cultures.
  • Good teamwork, proactive and can-do attitude, and ability to act as a team leader when required;
  • Excellent writing skills

 

FUNCTIONAL 

  • Excellent and proven capability in developing and undertaking policy projects;
  • Dexterity in analytic tools and methodologies in urban economics, planning and public policies;
  • Knowledge and experience in climate and green growth technology and policies (ex. GHG emissions analyses, climate adaptation measures, efficiency measures, clean energy, water and waste)

 

CORPORATE

  • Track record of result-based performance in complex, dynamic, and highly pressing work environment. Demonstrated ability in strategic thinking and creativity in problem solving will be a plus;
  • Ability to work effectively with diverse colleagues in multi-cultural setting;
  • Proficiency in written and spoken English. Arabic will be a plus
