The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

NRC is looking for a new Head of Programme for our programme in Northern Nigeria. The purpose of the Head of Programme position is to develop and ensure implementation of holistic high quality programmes. Duty station Maiduguri.

NRC initiated country operations in Nigeria in June 2015, in order to respond to the critical and increasing needs in the country. NRC currently has a full team based in Maiduguri and a coordination office in Abuja. NRC is currently providing services across various sectors namely; Shelter and Non-Food Items (NFI); Water, Sanitation and Hygiene Promotion (WASH); Food Security; and Information, Counselling and Legal Assistance (ICLA) in order to address identified humanitarian needs.

The Head of Programme reports to Country Director.

Job description

Deputy CD when appointed
Ensure and lead on active development of country programme strategy through needs assessment, coordination, proposal development and training, in coordination with CC Programme Development Managers and technical advisers at head office;
Oversee the proposal development and reporting process and ensure timeliness and quality
Lead coordination and compiling of cross sectoral data and information;
Ensure that all projects are implemented in adherence to NRC’s Project Cycle Management (PCM) framework
Directly manage and coordinate all consortiums and ensure relevant technical support is provided in the dedicated consortium working groups.
Lead on the recruitment process of technical consultants in close collaboration with the Area Manager and PDMs
Take a leadership role in ensuring cross – cutting issues are actively considered throughout the programme cycle.
Actively support the Country Director and/ or the Protection and Advocacy Advisor’s (PAA) national level advocacy and communication initiatives;
Participate actively in the relevant technical country coordination mechanisms at both Federal and State level.
Support Country Director in representation and coordination efforts at the Abuja level ;
Support and monitor the strategic objectives of the CO.

Qualifications

Minimum 5 years’ experience from a senior management position in a humanitarian/ recovery context
Experience from working in complex and volatile contexts preferably in Africa
Core competency expertise
Documented results related to the position’s responsibilities
Knowledge about own leadership skills/profile
Fluency in English, both written and verbal
Valid driver’s license
Good knowledge of the context in Nigeria
Experience with start-up
Experience in advocacy work and close government engagement
Proposal development and donor compliance experience
Monitoring and evaluation experience including basic survey design and analysis
Strong Writing, communication and interpersonal skills
Representation and coordination experience
Budget development and management experience
Experience in relief and early recovery/development.
Experience in putting in place new systems and policies

We offer

Commencement: September 2017
Duration: 12 months
Salary/benefits: According to NRC’s general directions and free housing of moderate standard.
Duty station: Maiduguri, with frequent travels. Maiduguri is a non-family posting. Travel outside Maiduguri is dependent on changing security conditions, especially for certain roads in the area. Recreational and social facilities are limited, and accommodation is modest. International staff members are required to live in joint accommodation.
