Organizational Setting

The Division of Energy Planning and Nuclear Information and Knowledge comprises the Planning and Economic Studies Section, Nuclear Knowledge Management Section and the Nuclear Information Section. The Division is responsible for strengthening capacities in energy and nuclear power planning, building capacities to manage nuclear knowledge and provide knowledge management services to interested member states, and to procure and provide printed and electronic information in the area of nuclear science and technology.

The Nuclear Information Section (NIS) consists of the IAEA Library Unit, the INIS Unit and the Systems Development and Support Group. It foster the exchange of scientific and technical information on the peaceful use of nuclear science and technology; increases awareness in Member States of the importance of maintaining efficient and effective systems for managing such information; provides information services and support to Member States and to the IAEA; and assists with capacity building and training.


Main Purpose

Reporting to the Section Head of the Nuclear Information Section (NIS), the SDS Group Leader develops the policy and strategy of the Section's computer information systems, supports and maintains existing computer information systems and applications, and proposes improvements to their current functionality and develops new information technology solutions according to INIS and IAEA Library requirements.


Role

The Systems Development and Support Group (SDSG) Leader plays several key roles in the Section\: (1) an analyst of the latest advances in information and knowledge handling technology; (2) a team leader, ensuring that tasks and activities of the SDSG are developed and implemented efficiently and effectively; (3) a developer of strategy and NIS information systems policies; (4) an adviser on IT related topics, training and technical support to staff and Member States; and (5) a coordinator of cross-cutting IT projects, activities and developments, especially between INIS and Library.

  • Contributes to the overall strategic planning of the Section as a member of the NIS management team.
  • Plans and supervises the work of the Systems Development and Support Group; manages outsourced projects.
  • Analyses the Section's systems, preparing requirements for changes, designing IT solutions to meet these requirements and aiming to improve business processes.
  • Designs, develops, documents and maintains computer applications.
  • Provides advice on IT related topics, training and technical support to staff in the Section and at the INIS National Centres.
  • Designs, develops, documents and maintains the information and computer security of the Section.

Qualifications, Experience and Language Skills

  • Master's Degree - Advanced university degree (or equivalent) in nuclear engineering or engineering science combined with information technology.
  • Minimum seven years of progressively responsible relevant professional experience in the analysis, design, construction and implementation of large computer information systems, with at least two years at the management level.
  • Experience in management and the development of innovative nuclear information systems.
  • Proven experience as a team leader and a project manager.
  • Proven experience in leading internationally distributed IT teams
  • Experience in and/or knowledge in the development of open source systems.
  • Staff development and training experience.
  • Fluency in written and spoken English essential. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian or Spanish an asset).

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $69032 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 26646, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
