On 26 September 2014, the governments of the Commonwealth of Australia and the Kingdom of Cambodia signed the Memorandum of Understanding between the Government of the Kingdom of Cambodia and the Government of Australia relating to the Settlement of Refugees in Cambodia as well as Operational Guidelines for the Implementation of the Memorandum of Understanding (MoU) on Settlement of Refugees in Cambodia. The MoU provides that people determined to be refugees by the government of the Republic of Nauru may apply to permanently settle in Cambodia.

IOM has agreed to be the settlement services provider should refugees chose to settle in Cambodia. The objective of the Cambodian Refugee Settlement (CRS) Program is to assist in the successful settlement of refugees to Cambodia while at the same time enhancing the capacity of the Government of Cambodia (GoC) and civil society to settle refugees in Cambodia.

The two primary outcomes of this program are: (1) refugees settled into the local Cambodian community; and (2) enhanced capacity of Government and civil society to deliver settlement services for refugees.

Under the overall supervision of the Chief of Mission (COM), the direct supervision of the Settlement Services Coordinator in Phnom Penh, Cambodia, and the technical guidance of the IOM Global Head, Mental Health, Psychosocial Response and Intercultural Communications the successful candidate will be responsible and accountable for the delivery of case management services and psychosocial care for refugees arriving in Cambodia under the Cambodian Page 1 / 4Refugee Settlement Programme as well as for vulnerable migrants. Core Functions / Responsibilities:

1. Provide psychosocial support and counselling to migrants in need. 2. Coordinate the overall efficient and prompt delivery of IOM case management services for vulnerable migrants, this includes the provision of administrative/managerial and technical/clinical supervision to case workers and psychologists. 3. Assist in the strengthening of a case management framework, which will include providing psychological counselling, as well as identifying further specialized psychological and psychiatric services. This also include bolstering IOM’s case management record keeping system (including psychological files) to ensure proper data management. 4. Ensure delivery of settlement services and humanitarian assistance to refugees and vulnerable migrants are in line with IOM rules and procedures with particular emphasis on ensuring that the mental health needs and other basic needs of refugees are properly met. 5. Coordinate with the IOM medical team and local health authorities on medical coverage and treatment for refugees, including addressing urgent medical cases and general public health (including mental health) promotion among the migrant population. 6. Liaise with relevant governmental, non-governmental, international organizations as well as other relevant stakeholders including Ministry of Social Affairs, Ministry of Health and Academic Institutions.

7. Assist in the development and implementation of mental health capacity building projects for the mission including developing a curriculum for social and medical service providers and other stakeholders on psychosocial principles and appropriate levels of support in line with international standards and IOM corporate guidance.

8. Draft reports needed internally in IOM or needed by the donor, and make recommendations, where appropriate, regarding the provision of case management services and assessments for particular cases.

9. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Social Work, Clinical psychology, Counselling Psychology, Psychotherapy or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience. Experience

• Strong experience providing case management, counselling services, and mental health referrals and direct assistance or handling issues relating to migrants, refugees, asylum seekers, or other beneficiaries;

Page 2 / 4• Experience in providing technical oversight to case workers, particularly social workers and psychologist;

• Experience in assessing the psychological needs of clients;

• Experience working in the mental health field in the region is an advantage. Languages

Fluency in English is required. Working knowledge of Khmer is an advantage.
