DRC’s livelihoods programming aims to build the capacities and assets of vulnerable Syrian and host community individuals to enhance their social and economic self-reliance.  

The Livelihoods Programme Coordinator is based in the national office in Hatay, South-eastern Turkey. S/He is technically supervising the quality of the implementation of Livelihoods in Hatay, Mersin, Kahramanmarsh, Kilis, and Sanliurfa. S/He will guide DRC’s strategic positioning, technical development and quality implementation of cash and livelihoods programmes. S/he will ensure the programme is delivered to a high quality in line with DRC’s, donors and international standards.

Who are we?

Danish Refugee Council (DRC) is an International non-governmental organisation, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people worldwide. DRC has been operating in Turkey since early 2013, working with by and large with non-camp Syrian refugees and affected host communities.

About the job

The role of the Livelihoods Coordinator is to ensure development and implementation of an efficient, accountable, and measurable livelihoods program in the provinces where DRC is operational. Key responsibilities include ensuring overall coordination of DRC’s livelihoods portfolio, which includes livelihoods counselling, transferrable skills, vocational/technical training, job integration, business development with financial support, management of livelihoods centers through partners. S/He is expected to be familiar with international humanitarian relief and development activities and operational issues related to livelihoods programming in Urban context with a strong experience working with local partners. S/He reports directly to the Head of programme.

Duties and Responsibilities

External representation and coordination

  • Represent DRC at national working groups and core groups on livelihoods
  • Support in strengthening the liaison with key stakeholders in the livelihood sector;
  • Support in harmonisation of approaches in livelihoods programming across field sites;
  • Participate in DRC MENA livelihoods and private sector engagement’s task forces
  • Provide briefings for donors and stakeholders as needed.
 
 Technical support
 
  • Provide technical guidance and support to programme staff on livelihoods activities both from DRC and partner organisations;
  • Lead development and updates of strategies on livelihoods approaches, tools, guidelines and SOPs;
  • Ensure risk assessments and mitigation measures related to livelihoods programming are completed;
  • Provide technical oversight of programme activities, including spot checks;
  • Support start-up of new livelihoods programmes;
  • Support recruitment of livelihoods staff as required.
 
 Management
 
  • Line manage technical unit team, ensuring information flows between national and field based level
  • Enable an effective team through result oriented management systems, providing leadership, on-the-job capacity building and designing staff development strategies; Ensure detailed capacity building plan for staff is in place;
  • Closely coordinate with the HoP and the Protection Programme Manager and ensure regular information flows regarding program implementation and quality control;
  • Encourage a positive, innovative and mutually supportive team spirit amongst the livelihood team.
 
 Programme development, management and reporting
 
  • Provide technical inputs into proposals and develop new budgets for livelihoods programming
  • Support field teams to implement good quality programming;
  • Provide technical inputs and quality assurance of interim and final project reports in coordination with Grants team;
  • Support identification and development of strategic partnerships on livelihoods;
  • Support accountability to affected populations and roll out of accountability improvement plan
 
 Capacity Building
 
  • Capacity assessments of DRC and partner’s staff in areas of livelihoods;
  • Provide training and mentoring as required;
  • Support capacity assessments and capacity building plans for partners;
  • Technical capacity support to livelihoods staff and partners.
 
 M&E
 
  • Work closely with M&E teams to develop and implement ethical and safe monitoring and evaluation tools and mechanisms, including qualitative data collection and analysis; 
  • Oversee and ensure analysis of results and guide staff to use these results to enhance program effectiveness and quality.

 About you

To be successful in this role you must have:

  • University degree or higher education relevant to business management, economic, law, political sciences, social sciences, or development field
  • At least 3 years of proven experience in the Livelihoods/Economic recovery sector in urban settings;
  • Proven experience in working with partners
  • Experience in coordination with external stakeholders such as donors, authorities, municipalities, employers, partner NGOs etc.
  • Fluency in the English language, both written and verbal.
  • Above average computer literacy
  • Experience working with employability promotion programmes, counselling methodologies, labour market studies, entrepreneurship and business development is an asset
  • Context knowledge of Turkey and/or the Middle-East is advantageous.
  • Strong experience in working with national partners, local/government authorities, and donor guidelines.
  • Strong experience in project development and proposal writing.
  • Effective verbal and written communication, multi-tasking, organizational, and prioritization skills;

We offer

DRC will offer the successful applicants, a twelve months contract, and renewable dependent on both funding and performance. You must be available to start work as soon as possible.
