Organizational Setting

 

The Department of Technical Cooperation (TC) consists of the Office of the Deputy Director General, four regional Divisions (Africa, Asia and the Pacific, Europe and Latin America and the Caribbean), the Division of Programme Support and Coordination and the Division of the Programme of Action for Cancer Therapy (PACT). It provides strategic direction for the IAEA’s technical cooperation programme, and is responsible (in close collaboration with Member States) for the planning, formulation, implementation and monitoring of the programme, in line with the IAEA Medium Term Strategy.

The Division of Programme Support and Coordination (TCPC) is responsible for the development, promotion and consistent application of strategies, policies, standards, tools and systems to support the TC programme. This includes quality assurance and enhanced results-based programme management, training and capacity development, expanded cooperation through existing and new partnerships and resource mobilization, efficient management of financial resources, data and information, as well as outreach and reporting.

The Finance and Information Management Section (TCFIMS) is responsible for the development, standardization and consistent application of implementation tools, processes and agreements; for the efficient use of programme funds through budgeting and financial monitoring; for providing supporting information, data and statistics; and for the development and enhancement of information technology support systems including communication systems.


Main Purpose

 

Reporting to the TC Finance Unit Head, the incumbent leverages technical knowledge of existing systems for individual projects, the funding structures of the IAEA and financial reporting requirements of Donors for individual and large extra-budgetary funded programmes in order to ensure the reporting requirements for Donors and internal IAEA clients are met. The incumbent provides analytical input and interpretation of project financial data for generation of appropriate financial management decisions and financial reporting requirements.


Role

 

The incumbent is\: a knowledge contributor, providing technical expertise and support related to the Oracle module for the TC (Finance/Programme Project Module (PPM)) process, procurement requisitioning and OBIEE reporting.


Functions / Key Results Expected

 

  • Using data extracted from ORACLE OBIEE reports and combining project specific attributes from TC Systems, advise section management on the level of detail granulation possible to meet the donor and IAEA reporting requirements. Prepare and analyze the reports and offer recommendations to management regarding project implementation and Award utilization, which is performed monthly for donor contributions.
  • Identify the most effective ways to extract and interpret the data from OBIEE reports to efficiently monitor utilization of funds and the implementation of TC project activities from all funding sources. Carry out financial analysis and projections with respect to the TC programme, investigate major deviations and recommend corrective actions.
  • Analyse the allowability of expenditure under donor funded activities and advise the Section Management on potential risk. Prepare the expenditure identification changes and follow-up with other Divisions on the closure of purchase orders.
  • Provide ad-hoc financial reports.
  • Working together with a Section’s focal point on technology related issues, provide the input on the user requirements for enhancement of the TCFIMS dashboard reporting tools and the creation of new reports for the benefit of the enhancement of financial management of the Technical Cooperation Programme (TCP).

Qualifications, Experience and Language skills

  • Minimum of five years of related professional experience with financial monitoring and reporting modules essential.
  • Ability to work with staff at all levels to ensure compliance with policies, procedures and financial regulations/rules.
  • Knowledge of extra-budgetary contribution budgeting and reporting, preferably in an international setting.
  • Commitment to working in teams and excellent interpersonal and communication skills.
  • Ability to communicate with and train TCP stakeholders in financial matters affecting the TCP.
  • Ability to establish and maintain effective working relationships with IAEA staff at all levels.

Remuneration

 

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $58583 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 25366, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
