Peace and Security Centre

The UNOPS Peace and Security Centre (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners. The Centre is responsible to administer, provide support and oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations.  It is headed by the Centre Director who has the overall authority and accountability for the performance of the Peace and Security Centre on behalf of its clients.

UNMAS

United Nations Mine Action Service (UNMAS) is a division of the Office of Rule of Law and Security Institutions (OROLSI) in the Department of Peacekeeping Operations (DPKO). UNMAS is mandated by the United Nations General Assembly (RES/68/72) to ensure an effective, proactive and coordinated response to the problem posed by a wide range of explosive hazards. Legislative mandates also recognize UNMAS technical expertise in responding to threats posed by unsecured and unsafe conventional weapons and ammunition stockpiles. As an office within DPKO, UNMAS supports peacekeeping and special political missions in accordance with Security Council mandates. 

UNMAS as a component of the United Nations Support Office in Somalia (UNSOS) provides explosive hazard management capacities, including mitigation, to AMISOM as part of a logistical support package. Non-lethal tactical advice and analysis is delivered by UNMAS technical advisors located in each AMISOM Sector Headquarters and at AMISOM Force Headquarters, who support AMISOM planning and operations. UNMAS support includes both enabling (“operate in spite of IEDs”) and response (“defeat the device”). As a component of the UN Mission in Somalia (UNSOM) UNMAS also supports the Federal Government of Somalia, including the Somali Police Force, Somali Explosive Management Authority and National Security Advisor. 


Background Information - Job-specific

Under the guidance and direct supervision of the Logistics and Asset Management Officer, the Logistics and Asset Management Analyst is to assist in the effective delivery of logistics and asset management of support services. He/she analyzes and interprets the rules and regulations and provides solutions to complex issues. The incumbent promotes a collaborative, client-focused, quality and results-oriented approach.

The Logistics and Asset Management Analyst will be required to supervise and lead the staff of the Asset Management/logistics team in the absence of the Logistics and Asset Management Officer. The Asset Management Analyst works in close collaboration with the operations, programme and project teams to successfully deliver administrative services.

Functional Responsibilities

1. Streamline asset management services, focusing on achievement of the following results:

  • Review and update the existing asset management and accounting system for all UNOPS managed equipment and properties in accordance with UNOPS asset management policy;
  • Streamline Somalia’s programme wide asset management framework in collaboration with the Logistics and Asset Management Officer in country;
  • Review and assist in the day-to-day management and reporting of assets,  maintain an accounting system for all UNOPS managed equipment and properties in accordance UNOPS lease and asset management policy;
  • Conduct inspection and physical verification of all stores and equipment, ensure databases are up to date on the quantity, quality, serviceability, and location of relevant equipment/items;
  • Ensure that a register for assets, non-expendable property and equipment is maintained/updated for all programme locations on a regular basis;
  • Implement internal control system which ensures that goods in transit are tracked and monitored and the asset registry records are updated on a regular basis;
  • Prepare relevant asset disposal documentation for review and approval in accordance with UNOPS rules and regulations.

2. Provide assistance to ensure efficient logistics services, focusing on achievement of the following results: 

  • Contribute substantively in the development and implementation of a comprehensive logistics system that will operate in accordance with UNOPS logistical procedures;
  • Implement a coherent programme wide logistical supply system which will come into effect in accordance with UNOPS procurement rules and regulations;
  • Carry out all programme logistical services in accordance with UNOPS rules and regulations. 

3. Facilitate knowledge building and sharing focusing on achievement of the following results: 

  • Organize trainings for the support and operations staff on supply chain, logistics and asset management processes to ensure the capacity building of the existing support staff at each programme location;
  • Ensure that programme appointed support staff are fully aware of UNOPS rules and regulations regarding asset management, as well as programme specific asset management framework;
  • Ensure compliance with relevant asset management rules and regulations, and in doing so ensure that support staff is able to carry out asset management functions independently and in accordance with relevant rules;
  • Introduce and synthesize lessons learnt and best practices in logistics and asset management;
  • Contribute to knowledge networks and communities of practice;
  • Perform other related duties as required.

Education/Experience/Language requirements

Education & Experience

  • First Level University degree (Bachelor’s or equivalent) in Business Administration, Procurement or related field with  two (2) years of relevant experience is required; OR
  • Secondary Education (High School) with six (6) years of relevant experience.

Experience

  • Minimum two (2) years of experience in asset management, supply chain management, cargo management or logistics management; or two years of combined experience in any of the aforementioned fields required;
  • Experience in supporting projects and working with clients is desired;
  • Professional Certification in Supply Chain Management is desired;
  • Professional Certification in Asset Management is desired;
  • Previous experience working with UNOPS or other UN agency is desired;    
  • Experience in managing assets for an international organization is an asset;
  • Ability to adapt and engage in implementation of new systems is desired;
  • Excellent inter-personal and communication skills is desired;
  • Experience in the usage of computers and office software packages (MS Office 2013 and/or newer versions) and experience in handling of web-based management systems desired.

Languages

  • Fluency in English (writing, reading and speaking) is required;
  • Fluency in Somali (writing, reading and speaking) is required;
  • Knowledge of a UN official language is desirable.
