The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

NRC is looking for a new Head of Programme for our programme in Mali. The purpose of the Head of Programme position is to develop and ensure implementation of holistic high quality programs.

The Head of Programme reports to Country Director.

Job description

Development of holistic and needs based programmes and provide programme input to Country Strategy and Plan of Action.
Compliance with and adherence to NRC policies, guidelines and procedures, including grants management and reporting to donors in compliance with donor regulations.
Identify funding opportunities, develop funding strategies and forecasts
Ensure quality control, M&E and organizational learning
Ensure and facilitate capacity building of programme staff
Lead on the recruitment process of senior program staff in close collaboration with the Area Manager and PDMs
Ensure the integration of cross – cutting issues in all levels of the project cycle.
Support Country Director in representation and coordination efforts at the Country office level
Promote the rights of IDPs/returnees in line with the advocacy strategy
Deputy CD when appointed
Directly manage and coordinate all consortiums and ensure relevant technical support is provided in the dedicated consortium working groups.
Take part in the relevant technical country coordination mechanisms at both regional and State level.
Cover the ME unit

Qualifications

Minimum 5 years’ experience from a senior management position in a humanitarian/ recovery context
Experience from working in complex and volatile contexts preferably in Africa
Core competency expertise
Documented results related to the position’s responsibilities
Knowledge about own leadership skills/profile
Fluency in French, both written and verbal
Good level in English
Good knowledge of the context in Mali
Proposal development and donor compliance experience
Monitoring and evaluation experience including basic survey design and analysis
Strong writing, communication and interpersonal skills
Representation and coordination experience
Budget development and management experience
Experience in relief and early recovery/development.
Experience in putting in place new systems and policies

We offer

Duration: 12 months
Salary/benefits: According to NRC’s general directions and free housing of moderate standard.
Duty station: Bamako, with frequent travels.
