Purpose of the post

The purpose of the Head of HR Field Unit will be to ensure HR coherence in the field through a network of HR Managers, coordinated with HR Partners and to reinforce HR’s proximity with ICRC’s operations. She/he will support and guide HR Managers and HR Partners to deliver HR services by implementing HR strategies and bringing operational support to field managers and staff and ensure appropriate policies and tools are developed and consistently applied.

The Head of the HR Field Unit will take the lead in ensuring that HR field positions are fully resourced by competent and engaged mobile and resident staff. She/he will collaborate closely with the Head of talent Partners and work with HR Talent Partners and those in charge of skill development aiming at retaining and growing the HR workforce of the present and the future.

The Head of HR Field Unit reports to the Head of Division HR Operations. She/he is the direct line manager of a team of 6 HR Partners, the HR Talent Partner and is functionally responsible for the HR management structure in field delegations.

She/he will work in close cooperation with those colleagues in charge of change management and HR skill development, with HR_TALENT, HR_SERV Divisions as well as with all CoEs and other stakeholders on respective matters.

Main duties and responsibilities

  • Is responsible for the engagement of the HR Managers and HR Senior Service Providers in the field by providing them with adequate policies, guidelines, guidance and suitable tools enabling them to complete the roll-out of the HR Transformation (implementation of PMP initiatives) in the field, and build further upon those achievements.
  • Supports actively the HR Managers and their teams in their role of “change agents” to implement HR strategies and enable them to support Managers and Staff in their respective Delegations.
  • Based on the Regional perspective provided by the HR Partners, she/he ensures overall coherence and priorisation and follow-up of operational HR issues.
  • Guides HR Partners in providing definition and successful implementation of operational “Regional Strategic Frameworks”, in conjunction with HR Managers.
  • Is responsible to follow up and lead the monitoring process by obtaining an aggregated review of the current situation on staffing in the field (qualitative & quantitative). She/he works in close partnership with Talent Acquisition, talent Partners and people analytics to enable relevant action.
  • With the support of the HR Talent Partner ensures that field HR positions are adequately resourced and that HR staff (resident & mobile) have career and development plans that support the enhancement of core and technical competencies.
  • Is responsible for developing and implementing a sustainable engagement and skills development strategy for HR staff globally, thus improving employee satisfaction, retention rate and reinforcing a positive image of HR as a service provider.
  • Provides input and insight on needs in relation to the capacity building and further development of the HR service providers globally.
  • In line with the global compliance architecture, contributes actively to the elaboration of a new case management system.
  • Ensures that individual cases are dealt with at the defined levels (HR Manager, HR Partner, other) and manages individual cases that fall under her/his purview adequately and timely and proposes amendment of rules and policies to CoEs when relevant.
  • Establishes relevant KPIs to monitor impact and performance of HR in the field.
  • By setting relevant KPIs assesses the impact and overall performance of HR in the field. Identifies lessons learned and proposes related corrective actions to the stake holders in charge when necessary.

Education and experience required

  • Degree in Human resources or similar discipline
  • Solid experience in a leadership role in a HR capacity or in an operational function with management responsabilties
  • ICRC Field experience mandatory.
  • Minimum 5 years in HR strategy & planning in global and multicultural organizations.
  • Demonstrated experience in leading organizational transformation and change management initiatives.
  • Availability to undertake frequent & extended field missions (30%).

  • You are a hands-on strategic thinker with a strong business acumen who provides thought leadership and understands how to effectively develop people, instill strong cultural values, and manage consistently increasing field requests and organizational growth. You have a growth mind-set and the ability to switch between strategy and execution with direct experience designing and building new functions, concepts and strategies.
  • Languages required: Excellent communication skills in English or/and French and strong command of the other; other official ICRC languages a strong asset
