In support of Capacity Building for DTI Green Growth Advocates, the GGGI intends to engage the services of an Institutional Development Specialist (Consultant)to work intermittently in the delivery of activities and outputs, as identified in this Terms of Reference (TOR). The consultant will work closely with the designated GGGI Staff, the DTI-Human Resources and Administrative Staff (DTI-HRAS), and the concerned units of DTI with the end view of: a.)  Enhancing the knowledge of the DTI Green Growth Advocates about global models on promoting green business practices in the private sector; b.) Strengthening the capacity of DTI to incorporate green practices in selected programs for the development of the industry and services sector; and c.) Institutionalizing green growth lens in the DTI capacity development agenda.

Introduction:

 

The Global Green Growth Institute (GGGI) is a new international organization committed to strong, inclusive green growth. It assists developing and emerging countries with integrating their ambitions for strong economic performance and environmental sustainability with the goal of bringing about poverty reduction, job creation, social inclusion, and climate change mitigation and adaptation.  Headquartered in Seoul, GGGI was established by treaty in June 2012 at the United Nations Rio+20 Conference by an initial group of 18 nations who share the organization’s vision. To date, there are total of 26 Member Countries who joined the organization.

 

In the Philippines, GGGI is implementing the Ecotown Scale-Up Project: Climate Resilient Green Growth Planning at the Provincial Level in partnership with the Climate Change Commission to promote sustainable local economic development and climate resilience in the Provinces of Palawan and Oriental Mindoro and among concerned National Government Agencies. Aligned with this initiative, the GGGI entered into a Memorandum of Understanding (MOU) with the Department of Trade and Industry (DTI) to promote green growth among the private sector and within the agency through three (3) areas of collaboration, namely: a.) Developing a Business Case for Greening MSME Operations; b.) Mainstreaming Green Growth in the DTI Planning Process; and c.) Capacity Building for DTI Green Growth Advocates.

 

Objectives/Purpose of the Assignment:

 

In support of Capacity Building for DTI Green Growth Advocates, the GGGI intends to engage the services of an Institutional Development Specialist (Consultant)to work intermittently in the delivery of activities and outputs, as identified in this Terms of Reference (TOR). The consultant will work closely with the designated GGGI Staff, the DTI-Human Resources and Administrative Staff (DTI-HRAS), and the concerned units of DTI with the end view of: a.)  Enhancing the knowledge of the DTI Green Growth Advocates about global models on promoting green business practices in the private sector; b.) Strengthening the capacity of DTI to incorporate green practices in selected programs for the development of the industry and services sector; and c.) Institutionalizing green growth lens in the DTI capacity development agenda.    

 

Scope of Work:

 

Individual Work Plan. Upon contract signing and prior to conducting technical activities, the consultant will prepare and submit an Individual Work Plan presenting his understanding of the TOR; his approach to the assignment; and the relevant timeline. The said work plan will be reviewed and agreed with GGGI and the DTI-HRAS to ensure that the activities are aligned with the GGGI and DTI expectations. Expected Output: 1.) Individual Work Plan

 

Part 1: Rapid Analysis of DTI Institutional Capacity Development Agenda. In coordination with the DTI-HRAS, the consultant will conduct a rapid assessment of the DTI Institutional Capacity Development Agenda and relevant initiatives (e.g. Performance Governance Scorecard; Strategic Performance Management System; etc.) to: a.) Identify existing and planned DTI capacity development programs relevant to green growth; b.) Determine areas where green growth related trainings could be more effectively introduced to complement the internal human resource development and sector thrusts and directions of the DTI; c.) Propose an approach to institutionalize green growth related capacity development programs in DTI. In undertaking this task, the consultant is expected to familiarize with the mandate of the DTI; the strategic directions of the Department; and the relevant plans of the Government such as the Philippine Development Plan 2017-2022 and the National Climate Change Action Plan, among others.  Moreover, the consultant will examine relevant ongoing initiatives such as those implemented by development partners (e.g. Australian-DFAT; European Union; GIZ, among others). Prior to conducting this task, the consultant will initially prepare, for GGGI and DTI concurrence, an Analytical Approach to outline the scope of the diagnosis. The output of this exercise is expected to serve as basis for the ensuing activities under this assignment. Expected Output: 1.) Situational Analysis and Diagnosis

 

Part 2. Inventory and Assessment of Green Growth Capacity Development Practices. The consultant will prepare an Inventory of International and Local Capacity Development Practices and Tools relevant to green growth and analyze these with the objective of developing an ideal set of capacity building interventions applicable to the context of the Philippines and DTI. These will include the modules developed under Promotion of Green Economic Development Project (Pro-GED) and Accelerating Green Economic Development Project (ACCGED). The inventory will include:  a.)  Brief description of each capacity development practice/module/tool; b.) Organization/owner of the capacity development practice/module/tool; c.) Experts/service provider of the practice/module/tool. From this inventory, the consultant will formulate a Shortlist of Capacity Development Interventions for DTI taking into account the findings and recommendations of the situational analysis and diagnosis under Part 1. Expected Output: a.) Inventory of International and Local Capacity Development Practices and Tools; and b.) Shortlist of Capacity Development Interventions.

 

Part 3. Assessment of Institutional Capacity Development Requirements for Mainstreaming and Promoting Green Growth.  The consultant will determine the specific capacity development requirements of DTI in relation to mainstreaming and promoting green growth within the institution and its mandate. In doing this, the consultant will revisit the results of previous Capacity Needs Assessment (CNA) undertaken by GGGI, DTI and the Pro-GED Project to: a.) Determine the priority areas for capacity development of concerned DTI Units considering their respective mandates; b.) Assess the current levels of capacity of the concerned units relative to said priority areas; and c.) Establish the realistic expectations on envisioned capacity improvements together with measurable capacity development indicators;. As necessary, the consultant will administer supplemental CNA. Expected Output: Institutional Capacity Assessment Report

 

Part 4. Development of Green Growth Learning Curriculum. Based on the findings in Parts 1-3 above , the consultant will formulate a Green Growth Learning Curriculum for DTI describing the following: a.) Title and description of specific training module; b.) Design of training activity c.) Target participants per training module; d.) Capacity development indicators per training module to facilitate measurement of outcomes; e.) Potential resource persons/providers based on Part 2; f.) Indicative cost of each training activity. Expected Output: DTI Green Growth Learning Curriculum

 

Part 5. Piloting of Green Growth Learning Modules.  From the Green Growth Learning  Curriculum, the consultant is expected to lead the roll out of three (3) training activities in coordination with the DTI-HRAS. In doing this task the consultant is expected to: a.) Prepare the detailed training or activity plan; b.) Identify and coordinate the engagement of the Technical Resource Person(s) that have demonstrated competence in the training topic; c.) Guide GGGI and DTI in the administrative arrangements for the training activity; d.) Prepare the post-training assessment report; e.) Conduct outcome assessment based on the capacity development indicators developed in Part 4. Expected Outputs: 1.) 3 Trainings conducted; 2.) Post-training and outcome assessment reports.

 

Part 6. Identification of Learning Sustainability Mechanisms. The Consultant will develop a learning sustainability plan for DTI. This may include preparation of re-entry plans for participants, identification of incentives, institutionalization mechanisms such as integration of performance measures in the employees’ “dash-board”, and re-tooling/ continuing training program on green growth related areas. Expected Output: Sustainability Plan for Green Growth Learning Program

 

Assignment Completion Report. Upon conclusion of the assignment and submission of the concerned outputs, the consultant will prepare an Assignment Completion Report to present how the objectives of the assignment and the Tor have been satisfied.

 

In performing the assignment, the consultant will coordinate regularly with the GGGI designated staff, the DTI-HRAS and the concerned DTI Units. He/she is expected to interact and present to higher DTI management and participate in meetings and discussions relevant to the concerned tasks. He/she will lead and deliver presentations in selected events to share the status of the assignment and solicit inputs from relevant stakeholders.

Qualifications/Experience/Expertise:

 

The consultant must demonstrate the following minimum requirements:

 

Ÿ Master’s degree in Public Policy, Development Administration, Strategic Planning, Economics or other relevant academic discipline related to the assignment;

Ÿ Minimum 7 years of relevant professional experience, preferably in institutional capacity development, policy development, and strategic planning;

Ÿ Knowledgeable about climate change issues and green growth concepts and approaches in the context of local and global scenarios;

Ÿ Strong knowledge of the development challenges and directions of the Philippines as well as Government plans and policies relevant to the assignment;

Ÿ Operational knowledge of the government processes, institutional arrangements, challenges and developments at the national, sectoral and local levels

Ÿ Familiar with DTI operations and planning processes such as policies, operational procedures, and organizational arrangements;

Ÿ Demonstrated experience in policy, organizational and institutional analyses and able to lead and facilitate multi-stakeholder discussions at various levels of the organization including policy makers and operational units;

Ÿ Skilled with using the latest methodologies and tools (e.g. Balanced Scorecard) used to for aligning business activities to the vision and strategy of the organization, improve internal and external communications, and monitor organization performance against strategic goals; 

Ÿ Ability and experience to build and maintain positive relationships with key stakeholders including Government entities and other development partners;

Ÿ  Maturity in a time-sensitive environment, and meet deadlines with strong attention to details; and

Ÿ  Excellent English presentation, writing, communication and networking skills.
