Organizational Setting

The Department of Management (MT) provides a ‘platform of services’ that serves as a foundation for the successful delivery of the IAEA’s scientific and technical programmes. Its mission statement is as follows\: “MT is a partner and a business enabler that champions change and efficiency, leveraging a common purpose”. Thus, among other support activities, it assists a scientific manager in recruiting the right expert, helps a technical officer coordinate the purchase of radiation equipment, and ensures that all Board documents are translated and distributed on a timely basis to Member States.

The Division of Human Resources (MTHR) is in the Department of Management. MTHR provides a wide range of human resource (HR) services, including HR organizational development and planning, recruitment, staff development, performance management, and administration of compensation and benefits. A comprehensive and integrated HR service that matches the IAEA's HR capacity with its core goals is critical to the quality and efficiency of its programmes. The IAEA has a multicultural workforce of approximately 2300 people from diverse scientific, technical, managerial and professional disciplines.


Main Purpose

Under the overall guidance of the HR Transformation Advisor, the Associate HRIS Officer provides advice and support for computerized solutions aimed at improving business processes and systems to meet organizational needs and applies technical knowledge to create effective information systems. The Associate HRIS Officer also provides essential information processing, analysis and dissemination services.


Role

The Associate HRIS Officer is\: (1) a Business analyst, gathering information from HR colleagues on related business needs and translating them into technical requirements; (2) a technical Specialist in HR Management Information to ensure alignment of IT systems and reporting with HR policies and regulations. (3) a Resource for the Division, taking part in various activities as required, such as quality assurance, data analysis and continuous process improvements.


Functions / Key Results Expected

  • Carry out requirements’ analysis using methodical and consistent techniques.
  • Facilitate candidate sourcing campaigns through the use of technical tools; i.e.\: Applicant tracking systems (including Taleo), content and community-enabled career portals, mobile job search portals, integration of social media and assessment tools into existing technology,
    etc.
  • Develop and deliver, in coordination with the AIPS support team, systems' training (AIPS/ Oracle eBS and Taleo) to the MTHR Division/Sections and support documentation, as well as ensure it is available to all relevant MTHR staff. 
  • Support the Division’s staff efforts to ensure best practices in the utilization of implemented systems' (AIPS/ Oracle eBS and Taleo).
  • Prepare and monitor utilization and exception reports on a daily or ad-hoc basis to determine the consistency in recruitment and HR activities/operations.
  • Liaise with the AIPS support team to review process improvements and communicate business requirements, which will impact systems' (AIPS/ Oracle eBS and Taleo).
  • Write end-user manuals and guidelines on system drives processes.
  • Work on data reconciliation between the legacy system and AIPS to ensure data integrity in AIPS.
  • Work closely with MTHR IT staff and business owners to extract/analyse and develop reports from AIPS and HR Legacy systems.
  • Work on the testing and stabilization of OBIEE and HR reports and ensure integrity of HR data.
  • Maintain and follow up regularly on “the weekly AIPS HR issues list”, ensuring that they are resolved, including raising change and service requests on behalf of the Division.

Qualifications, Experience and Language skills

  • University Degree in Human Resources, Business Administration or Information Technology.
  • At least 2 years of progressively responsible professional experience in IT related to human resources management, including experience at international level, and experience in ORACLE Taleo and HRMS/ERP Systems.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $46026 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 19929, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
