Associate Information Management Officer

ORGANIZATIONAL CONTEXT

The Associate Information Management Officer is responsible for assisting in the production and dissemination of information on the population of concern, including but not limited to Protection and Programme information. S/he may supervise data collectors or data entry personnel.

The incumbent operationalizes data standards developed at the central level in field operations, train field staff, compile data and analyse information from all populations of concern. S/he supports the Programme Team and UNHCR's implementing partners in the choice of indicators for monitoring to be included in sub-agreements as well as the Protection Team in operationalizing protection monitoring systems.

Accountability

- The Office is able to implement its Information Management strategy which guides all IM activities in the country.
- The Office delivers reliable, accessible and user-friendly, relevant, predictable, appropriate and timely delivery of information. 
- Global data standards, and where appropriate, the establishment of country-specific common data standards are adopted by UNHCR and its partners.

Responsibility

- Assist in the implementation and operationalization of the country/operation-specific Information Management strategy.
- Operationalize country-specific common data standards and promote them with partners.
- Compile, aggregrate and analyze data and information elements required to produce standardized information products and implement data/information collection plans for baseline and context-specific data. 
- Support the operation in the analysis of processed data and information and perform data quality and consistency control.
- Train field staff on the use of data collection forms, how to enter data and how to analyze it.  Also, train field staff on the protection of sensitive data, including both hardcopies and electronic data.
- Facilitate the analysis of cross-border information between relevant countries.
- Support and leverage geographic data for map production and use in geographic information systems (GIS).
- Share UNHCR data with partner agencies and maintain Portal population figures in-line with aggreed frequencies.
- Provide technical Information Management support to Needs Assessment processes, specifically in data collection, processing/collation and analysis.
- Perform other duties as required.

- Assist in the recruitment and training of  data collectors and data entry personnel, if requested.
- Supervise Information Management Assistants.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED

- University degree in information technology, demography, statistics, social sciences or any related area.
- At least 4 years of relevant work experience (2 years with advanced university degree).
- Knowledge of the UN system and the humanitarian community.
- Experience in the context of partnership building and consensual decision-making.
- Proven skills to analyse statistical information.
- Advanced Excel skills (e.g. pivot tables, functions, etc.).
- Ability to formulate IM-related technical requirements and Operating Procedures.
- Ability to compile and holistically analyse diverse datasets.
- Experience with handling confidential data and demonstrated understanding of different data collection methodologies.
- Excellent knowledge of English and working knowledge of another UN language.

(In offices where the working language is not English, excellent knowledge of working language of duty station and working knowledge of English.)

***For National Officer positions, very good knowledge of local language and local institutions is essential.

DESIRABLE QUALIFICATIONS & COMPETENCIES

- Proficiency in a second official UN language is desirable.
- Knowledge of protection-related guidelines, standards and indicators.
- Successful participation in the Operational Data management Learning Programme is desirable.
- Experience in web design and software development is an asset.
- Experience with relevant software such as ArcGIS, Mapinfo, SPSS, EpiInfo6, SQL Server, and/or proGres is desirable.

X003L2 - Technological Awareness Level 2 In close coordination and consultation with relevant units at Headquarters (e.g. FICSS, Bureau) the Associate Information Management Officer will be responsible for designing and implementing a country-specific Information Management strategy. H/she will; ensure development and monitoring of IM strategies for CCCM, Shelter/NFI and Protection clusters, development of decision-support products and DB systems, improvement of visibility, improvement of dissemination of information. Improve internal and external information flow throughout the organization via the development of Content management systems and Databases and other IM tools. Provide technical and coordination support to Protection Monitoring, Border Monitoring and Population tracking systems support (Modelling and design of Information systems, training of field staff and monitoring and evaluation of the activities and systems). Ensure visualization of data through production of dashboards, scorecards and web products. Coordination and animation of the ¿CMP¿ (Commission de Mouvements des Populations) aiming to provide IDP numbers at the national level. Participation in IM Working Group and other various meetings. Ensure the production of traditional thematic and geographic maps as well as web mapping products as well as ensure centralization of spatial data.
S/he will be responsible for broadly supporting the production and dissemination of information on the population of concern to the UNHCR CAR Office, including, but not limited to Protection and Programme information. The crisis in Central African Republic (CAR) remains fluid; as at 30 April 2017 the estimated number of internally displaced persons had increased to a total of 440,000 individuals. Since March 2017, new internal displacements occurred in various prefectures such as Ouham, Ouaka and Nana Gribizi, while in the capital city Bangui, return movements of internal displacement persons are observed; about 487,420 individuals fled the country to seek asylum in neighboring countries. Despite the security situation in CAR, the country hosts some 8,542 refugees mainly from Congo (DRC), South Sudan and Sudan in three camps in Zémio and Obo (Haut-Mbomou province) and Bambari (Ouaka province), as well as in urban areas within Bangui. Moreover, UNHCR leads three mains clusters in CAR including Protection; Camp Coordination and Camp Management (CCCM) and Shelter/NFIs. In a country with a population of 4.8 million, forced displacement is a striking feature of the crisis in CAR.  The recent Humanitarian Overview (HNO) found that in total 2.7 million people in CAR are in need of humanitarian assistance.  As a long-standing capacity of the agency, UNHCR funds protection monitoring projects with its partners. Protection monitoring is currently approached from a community angle in view of the scale of human rights situation.  To better compile data collected, analyze and disseminate information from its protection monitoring projects as well as interventions in Shelter/NFIs and CCCM sectors, UNHCR tremendously needs an Associate Information Management Officer. UNHCR has 8 offices in CAR: 1 Representation (Bangui), 1 Sub-Office (Bouar) and 5 Field Offices (Bambari, Kaga-Bandoro, Paoua, Obo, Zemio); in addition to one Field Unit in Berberati.
The country is landlocked with very limited travel possibilities and surrounded by countries with volatile and security problems (Chad, DRC, Sudan, and Cameroon). Volatile socio-political situation, social unrest and grievance in the capital city Bangui with frequent civil servants strikes causing interruption of health, education and civil service due to years of unpaid salaries. Power cuts are a norm causing insecurity in town. The population in Bangui including the expatriates is concerned about cases of criminalities as a direct result of the crisis. The country is totally dependent on Cameroon seaport situated 1,500 kms away causing regular shortage of basic domestic goods. Travel time from Douala (Cameroon) to Bangui for a truckload averages 4 days to a week because of very bad roads and several roadblocks. The country security level is between 3 and 5 restricting movement to official travel only. Currently the curfew applies from 10 pm to 5 am. This situation puts great stress on staff members. There are very limited medical infrastructures and services do not function properly. Nevertheless, a UN Dispensary provides basic medical care for the UN personnel. Staff are accommodated in UNHCR guesthouse until they arrange their own private accommodation inside the approved security perimeter in Bangui. Despite the peaceful organization of presidential and the first round of legislative elections, the security situation across the country, though still a concern, improved during the past five months, notably in the capital, Bangui and other key areas including Kaga Bandoro, Bouar, Bossangoa, and Berberati. The visit of Pope Francis to Bangui from 29 to 30 November 2015 and subsequent dialogue initiated by the Muslim and Christian as well as other non-Muslim communities led to a decrease in tension and violence in Bangui and throughout the country. Other crimes such as theft, abduction, and armed robbery, destruction of property, illegal detention of weapons, murder, torture and sexual violence continued throughout the country. The deployment of members of the Central African Armed Forces (FACA) in Bangui led to an improvement of the overall security situation. Movements, activities of, and clashes between opposing armed groups, particularly elements of former Séléka groups and the anti-balaka have increased in Basse-Kotto, Haute-Kotto, Ouaka and Nana Gribizi prefecture. The Associate Information Management Officer will liaise with Cluster Coordinators and UNHCR sub or field offices to gather information for further analysis and dissemination and identify information gaps. Where information gaps exist, the Associate Information Management Officer may help setting up primary data collection systems and organize needs assessments, which may also involve other stakeholders.
For IDP program, the Associate Information Management Officer will specifically coordinate information management within and provide information management services to the UNHCR-led clusters in CAR (Protection including the ¿Commission Movement de Population¿, CCCM and Shelter/NFI) and act as IM focal point for those clusters with OCHA.
