Associate Administrative/Finance Officer

ORGANIZATIONAL CONTEXT:
Associate Admin/Finance Officers will establish and maintain efficient administrative control mechanisms to ensure compliance with UNHCR and UN administrative, human resources and financial rules and procedures.

Frequent external contacts with counterparts in other organizations or at working level in national Governments on issues of importance to Organization's programmes. He/she acts as adviser or representative of the Organization with authority to discuss problems and seek common ground on which to recommend solutions based on predetermined guidelines provided by higher authority.

The incumbent directly supervises general service staff.

FUNCTIONAL STATEMENT
Accountability:
* UNHCR premises for the country operation are managed in an efficient and cost-effective manner, and provide a healthy, safe and respectful working environment.
* UNHCR's financial rules and regulations, policies and procedures are adhered to by the country operation.
* UNHCR's local cash is safeguarded.

Responsibility:
General Administration
* Assist in the day-to-day personnel and administrative operations of the office.
* Contribute to providing a healthy and respectful working environment, free from hazard or security risks.
* Assist with the implementation of processes and procedures to improve and strengthen internal controls in line with UNHCR rules and regulations.
* Participate in the physical verification of UNHCR property plant and equipment.

Human Resources
* Participate in the recruitment and appointment process, and assist with administrative formalities concerning local General Service staff.
* Coordinate training and capacity-building activities to staff in administrative related areas.

Finance/Budget
* Contribute to the process to determine the country's budget.
* Provide guidance and support on UNHCR's internal control framework, financial rules, policies and procedures.
* Identify potential risks in relation to the financial management of the office, and propose mitigating action to senior management, when applicable.
* Conduct regular checks of petty cash and cash accounts.
* Control and check the monthly accounts and various administrative activities, in order to verify and certify disbursements are in accordance with the administrative budget and UNHCR's Financial Rules.
* Provide training on financial matters.

Authority:
* Participate in the interview process for the recruitment of local staff.
* Certify that disbursements are in accordance with the administrative budget and UNHCR's Financial Rules.
* Approve vouchers, including ABOD and project disbursements.
* Prepare financial status reports.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE:
* University Degree in Accounting, Finance, Public or Business Administration, Economics or related field, OR university degree in another field combined with a professional qualification in accounting or finance (CPA/CIA or equivalent).
* Minimum four years of previous job experience in the field of accounting or finance.
* Excellent computer skills, in particular in MS Office applications.
* Excellent communication skills.
* Excellent knowledge of English and working knowledge of another UN language.

(In offices where the working language is not English, excellent knowledge of UN working language of duty station and working knowledge of English.)

***For National Officer positions, very good knowledge of local language and local institutions is essentials.

DESIRABLE QUALIFICATIONS & COMPETENCIES:
* Professional qualification in accounting or finance (CPA/CIA or equivalent).

Chad is among the most complex UNHCR operations in terms of security, environment and logistical context. The environment is characterized by unforeseen trends related to these factors. The risk of common criminality ¿ fuelled by poverty, social unrest and high levels of unemployment continues to be one of the main threats to the physical integrity of UNHCR staff. UNHCR staff are always reminded the need to strictly respect all norms of security.
The candidate will be expected to have proven managerial and excellent functional competencies. In this context as described above, the Admin/Finance Officer is part of the Senior Management of the office. He/she will establish and maintain efficient administrative control mechanisms to ensure compliance with UN Financial, Administrative and Staff rules and procedures. The incumbent of this position should also possess strong understanding and implementation of IPSAS. S/he should have advanced skills for planning and coordination of the work of the staff in admin and finance units of the office.
He/she acts as adviser or representative of the Organization with authority to discuss problems and seek common ground on which to recommend solutions based on predetermined guidelines provided by higher authority. This especially in view of the frequent external contacts with counterparts in other organizations or at working level in national Governments on issues of importance to Organization¿s programme.
The incumbent directly supervises general service staff and the national officer. Given the considerable and diverse work load, it is important that the applicant be motivated, hard-working, organized and fluent in French (written and spoken), as all communications within the office and with staff members and external partners are conducted in French. Working knowledge in English, especially written, is also required as more and more reports, internal as well as external, are requested in English. Since 2003, the political stability in South Sudan has considerably deteriorated following the war and the inter-ethnic clashes in the Darfur region. This situation led to the forced displacement of thousands of people from the Darfur to the East of Chad.
From that time, almost 313,000 refugees originating from Darfur in Sudan have been living in the 3 Sub Offices of Chad in the East (Iriba, Goz-beida and Farchana)                                                                                                                                                                                                                                                
The UNHCR Sub-Office in Farchana leads the actions of the Field Office in Hadjer Hadid and Field Unit in Abeche. The Sub-Office contributes to the provision of international protection and assistance for over 120,389 registered refugee¿s f living in 4 camps under the authority of the Farchana Sub-Office. (Breijing, Treigine managed from Hadjer Hadid Field Office, Farchana and Gaga camps managed from Farchana Office).
The SUB OFFICE has 60 national and 11 international staff members that work for the entire operation of Farchana
Chad is among the most complex UNHCR operations in terms of security, environment and logistical context. Farchana is located at over 1000 km from Ndjamena the capital city, 120 Km from Abeche the largest city in Eastern Chad, 57 km from Sudanese border, and 25 km from Hadjer Hadid field office.
Farchana has a small airport exclusively used for UNHAS Flight to link Abèche with the other Sub offices in East of Chad. The environment is characterized by unforeseen trends related to these factors. The risk of common criminality and banditry ¿ fuelled by poverty, social unrest and high levels of unemployment continues to be one of the main threats to the physical integrity of UNHCR staff. UNHCR staff are always reminded the need to strictly respect all norms of security (UNDSS).
Although a tripartite agreement has been signed between the two Governments (CHAD / SUDAN / UNHCR) on the voluntary repatriation of refugees , the political situation remains unstable and unpredictable in Sudan and therefore, the possibility of voluntary repatriation of refugees to their country rests very limited Farchana is classified in E duty station category in terms of working and living conditions.  Farchana is characterised by very basic infrastructure as well as leisure and recreational facilities. Also, very limited health facilities are available locally. The office has established guest houses for the international colleagues and private accommodation is not possible. The weather conditions for Eastern Chad are very harsh and arid from October to June, from June to September the situation changes dramatically with the arrival of the rainy season where the dirt roads become impracticable with the dry river beds (Wadi¿s) impassable for periods of between several hours to several days. The lack of water, and unavailability of basic infrastructure facilities such as roads which impact on timely delivery of quality humanitarian services to the beneficiaries.

The environment is characterized by unforeseen trends related to these factors. The risk of common criminality and banditry ¿ fuelled by poverty, social unrest and high levels of unemployment continues to be one of the main threats to the physical integrity of UNHCR staff. UNHCR staff are always reminded the need to strictly respect all norms of security. Cultural sensitivity and good security and safety awareness are important elements as Chad is a non-family duty station and there are constant threats to one¿s safety and security. There are no banking facilities in Farchana. The nearest bank facility is at Abeche located at 120 km from Farchana where we happen to have most of the banks operating in Chad (BCC, ECOBANK, SGTB, ORABANK  AND WESTERN UNION)
