ORGANIZATIONAL CONTEXT
The position is located in the Office of the Controller, Division of Financial and Administrative Management (DFAM). The incumbent will analyse financial information needs through the organization by user and process in order to develop a portfolio of management information reports tailored to inform resource allocation and financial management decisions at varying levels and locations.

This work will involve close liaison with Programme Budget Service, Treasury and Cash Service, and Accounts and Financial Service of DFAM, as well as inter alia with Programme Analysis and Support Section of DPSM, DIST units supporting MSRP and Focus systems, DER/DRRM and the Bureaux.

Under the direction of the Controller and in close consultation with DFAM Senior Management, the incumbent will analyse existing financial reports and tools in order to identify requirements and uses, data sources, and reporting formats. This review will assist in the design of a structured set of reports, based to the extent possible on common data source(s) and generated automatically based on templates in the system(s). This will facilitate a shared basis of underlying data, organized in a structured manner to meet the differing requirements of various users and decision-making fora across UNHCR.

This reporting analysis and design exercise will extend also to external reporting to donors and other stakeholders. The incumbent will work with DFAM and DER to analyse existing reporting practices and identify standard content/templates and protocols for external reporting according to the needs of major stakeholder groups.

The incumbent will coordinate and communicate regularly with counterparts at relevant Divisions and Bureaux through the analysis and development process and into production and dissemination of new reporting tools. This may include outreach on the benefits of the tools as well as coaching and guidelines on how to access and use new reports.

FUNCTIONAL STATEMENT
Accountability
- Analysis of financial management information needs for key review and decision making fora as well as analysis of external reporting needs and practices is conducted.
- A coordinated reporting structure is designed and developed, tailored to user groups and based on shared data sources and automated reporting (direct from source data systems) to the extent possible.
- Standard content/templates and protocols are designed and developed for external reporting.
- Roll-out of new/revised reporting tools including outreach, training, guidelines, etc. is ensured.

Responsibility
- Develop and draft new/revised financial reporting tools and templates for roll-out to key clients and submit for comments/review to UNHCR Senior Executives and external stakeholders.
- Maintain continuous contact and information exchange with PBS, AFS, MSPR Upgrade Project Unit, DER/DRRM, DIST, PASS/DPSM and Bureaux related to financial reporting services.
- Analyse current financial reporting processes and supporting IT financial systems to identify issues and gaps.
- Explore the potential of the future financial reporting tools for reducing current multiple and duplicate financial data exchange processes between Divisions.
- Track incoming and outgoing funds related to financial processes with a view of developing an end-to-end solution aimed at system-based reporting against earmarking and un-earmarked funds, particularly with the view of result-based reporting through Focus.
- Any other responsibilities deemed necessary or as delegated by the supervisor in order to meet the level of the services in the organization. 

Authority
- Coordinate within DFAM and with other Divisions and Bureau in the research and development of financial management analysis and reporting tools.
- Develop and draft financial information management reports.
- Support and advise on financial reporting issues.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED
- University Degree in Finance, Business Analysis and/or Information Technology.
- Minimum 8 years (6 years with advanced university degree) relevant experience at the professional level in finance management and reporting, with management information systems and financial analysis as part of the core functions.
- Experience of developing financial analysis and internal and external reports in an international or multinational environment, preferably within the UN system, with specific focus on financial systems development innovation and reporting.
- Demonstrated skills and experience with Results Based Management methodologies and systems.
- Solid knowledge of relevant UN financial rules, procedures and processes.
- Excellent computer skills in MS office applications, including ERP systems (preferably PeopleSoft, with knowledge of EPM and Finance/Supply Chain modules).
- Excellent knowledge of English (written/oral/comprehension).

DESIRABLE QUALIFICATIONS & COMPETENCIES
- Exposure to extensive UNHCR Field Operations.
- Professional finance qualification (e.g. ACA; ACCA etc).
