ORGANIZATIONAL CONTEXT

The HR Officer (Eligibility and Assignments) in the Eligibility & Vacancy Advertisement Unit (EVAU) is an integral part of a seven-member team, supporting the Unit with all matters related to eligibility to international posts of international staff members.

Regular contacts are held with internal and external parties, including other colleagues in APS, CMSS, HRSS, as well as Functional Units, other managers in HQs and in the Field, in order to properly coordinate assignments issues.

The job requires effective and cordial working relationship with UNHCR staff Members and other counterparts within the organisation as well as outside in order to ensure expedition of required action (s). The incumbent is expected to observe discretion, due confidentiality and courtesy in all his/her dealings with staff members and the counterparts.

The HR Officer (Eligibility and Assignments) provides advice on all policy related issues in the unit, and in particular all training issues related to interviewing and eligibility/PPA.

The incumbent supervises one G5.

Accountability

- Applications for International Professional Positions screened for eligibility in a timely and efficient manner.
- Results of MSRP screening regularly monitored so as to ensure online eligibility is working properly.
- EVAU and the Head of Unit provided with the needed technical knowledge in eligibility and assignments.
- Managers worldwide provided with timely feedback on eligibility matters.
- Policy matters regarding eligibility and Assignments properly coordinated within the Unit and APS at large.
- Trainings on eligibility and competency based interviewing designed and implemented.
- EVAU staff regularly trained and kept abreast of all developments regarding eligibility and related matters.

Responsibility

- Screen the applications/Applicants for the positions in accordance with the established criteria.
- Liaise with relevant managers regarding shortlists of eligible applicants. Upon queries/requests advise on the options available.
- Assist the Managers/Supervisors to identify solutions for positions for which there are no/insufficient eligible applicants.
- Provide advice and counselling to the UNHCR staff members and post managers on, eligibility criteria, posting policies, JRB regulations and procedures.
- Maintain a business relationship with Functional Units, UNHCR Medical Service, Special Constraint Panel, Staff Welfare Section in order to expedite any pending issue.
- Advise and assist the post managers to prepare and conduct competency based interviews as per UNHCR standards. Represent DHRM at the interview panel for advertised regular positions.
- Stay abreast of policy developments and application of administrative procedures on Personnel/Human Resources issues so that appropriate responses can be given to various queries by the staff member.
- Work with the Head of Unit in developing, reviewing and proposing new policies and practices, or adaptations to existing ones.  Monitor development of this policies and practices.
- Coordinate drafts of position papers and other documents relevant to the activities of the Unit/Section.
- As focal point for MSRP, coordinate within the Assignments and Promotions Section and identify development needs.
- Maintain a close business relationship with the DHRM Senior Business Analyst with regard to the preparation of relevant project plans in respect of these MSRP development needs.
- Prepare all enhancement requests, coordinating with the Senior Business Analyst and the relevant technical units to submit and follow up on these requests and ensure they correspond to the needs as identified.
- Provide support at matching meetings on an ad-hoc basis.
- Provide support with vacancy advertisement matters on an ad-hoc basis.
- Any other responsibilities/functions deemed necessary or as delegated by the Head of the Unit/Chief of Section in order to meet the level of the services in the organization.


Authority
- Establish the recruitment grade and step of newly recruited staff; as well as the grade and step of General Service staff members when they convert to the Professional category.
- Prioritize tasks and organize work independently.
- Have access to sensitive and confidential information.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED

- University degree in Human Resources Management/Personnel Administration or related field.
- Minimum eight years (6 years with advanced University degree) of professional job experience, with at least three relevant to the functions.
- Excellent knowledge in eligibility and assignments practices/standards processes and exposure to provision of support services in an International organisation.
- Knowledge and experience of MSRP applications used in the eligibility and screening/posting process.
- High IT affinity with excellent computer skills and working knowledge in MS office applications.
- Excellent knowledge of English (written/oral/comprehension).

DESIRABLE QUALIFICATIONS & COMPETENCIES

- Knowledge of French.
- Other UN languages besides English and French.
- Experience in recruitment.
- Field experience.
- Substantial knowledge acquired through experience and study of personnel rules and regulations/entitlements as applied in the UN system in general and UNHCR in particular.
