ORGANIZATIONAL CONTEXT

The Regional Programme/ Integration Officer has a key role in the implementation and consolidation of the Multi-Year, Multi-Partner (MYMP) strategy of the Regional Office Stockholm. Under the supervision of the Deputy Representative s/he will work closely with staff and partners in all countries covered by the Regional Office Stockholm (Denmark, Finland, Norway, Sweden, Iceland, Estonia, Latvia, and Lithuania) to develop and coordinate programme activities and the implementation of a regional strategy for the integration of refugees in Northern Europe summarized under the MYMP framework. 
The current MYMP framework covering the period 2018-2022 the Regional Programme/ Integration Officer is responsible for keeping updated.  It aims at establishing, strengthening and formalizing partner collaboration with regard to activities related to UNHCR¿s beneficiaries by defining a shared vision of goals, specific outcomes and milestones.
The Regional Programme/ Integration Officer will, together with the country focal points and senior management, be responsible for the establishment of new partnerships and coordination mechanisms with private sector, civil society, government and NGOs at local and international level, UN sister agencies and other relevant actors e.g. to support labour market access.
S/he will undertake research and provide policy and technical advice, guidance and training on local integration in industrialised country contexts, including on methodologies for evaluating integration policies and programs. The job requires direct contact with the target population in assessing needs and evaluating statutory and other responses while taking into account aspects of age, gender and diversity. 

FUNCTIONAL STATEMENT

Accountability
- The needs of persons of concern in the region are assessed and analysed in a participatory manner and using an Age, Gender and Diversity (AGD) perspective to form a firm basis for planning.
- Implementation of the Multi-Year, Multi-Partner (MYMP) strategy including a framework on integration is regularly monitored and updated.
- Strong relationship with the relevant stakeholders is built to enhance their ownership of the MYMP strategy initiated by UNHCR.
- IP agreements are established in a timely manner, regularly monitored and reported on in compliance with established guidelines and procedures.
- The organizational fundraising actions are fully supported by maintaining regular contact with donor representatives and by submitting project funding submissions and appeals.


Responsibility
- Participate in the Annual Programme Review of RRNE as well as workshops and fora related to UNHCR strategic planning.
- Organize and facilitate coordination and planning with stakeholders in close consultation with UNHCR technical experts within RRNE and UNHCR Headquarters Geneva.
- Develop jointly with stakeholders a monitoring and evaluation (M&E) framework allowing to measuring progress against clearly defined targets and carry out monitoring activities.
- Design and conduct training activities aimed at building capacity of UNHCR and partner staff as required.
- Undertake regular mission to evaluate and improve the planning, programming, implementation and monitoring of integration projects.
- Ensure that global strategic priorities (GSP) and regional priorities as well as information on projected resource availability guide the planning parameters.
- Assist in developing and reporting on the regional operation plans in compliance with global strategic priorities and regional priorities as well as with annual programming/planning instructions.
- Assist in managing a consultative process to ensure a consistent application of UNHCR¿s policies/practices related to and where applicable to UN cooperation, integrated missions, ¿Delivering as One¿ initiative, Common Humanitarian Action Plans, UNDAF etc..
- Review and analyse national and multi-annual programs under the Asylum, Migration and Integration Fund and make recommendations for the implementation of activities that address identified service gaps and promote the establishment and effective implementation of resettlement, alternative pathways and integration programs.
- Apply an AGDM approach to all the functions of the post and organize and participate in regular participatory assessments with persons of concern.
-       Perform other duties as required.

Authority
- Provide inputs for the country operation plans in the region (including budgets, staffing levels and structures) as well as prepare funding submissions, appeals and reports.
- Negotiate implementing partner agreements.
- Represent UNHCR in UN in partnership fora.
- Enforce regional compliance with UNHCR¿s global strategies, protocols and guidelines.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED

- University degree in Economics, Business Administration, Social Science or related field.
- Minimum 8 years of previous job experience relevant to the function (6 years in case of advanced university degree).
- Excellent knowledge of English and working knowledge of another UN language.

DESIRABLE QUALIFICATIONS & COMPETENCIES

- Completion of the UNHCR Learning programmes or specific training relevant to functions of the position.
- Good knowledge of UNHCR financial rules, procedures and processes.
- Work experience in the areas of integration, livelihood or programme.
- Knowledge of UNHCR specific programmes (MSRP, Focus, etc).
- Computer skills (in MS office).

Experience in working with the private sector and important actors in the area of integration, such as OSCE is essential.
