Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women is committed to the achievement of equality between women, men, boys and girls as partners and beneficiaries of humanitarian action. In October 2012, UN Women established its Gender and Humanitarian Action Unit to consolidate its advocacy, coordination and capacity development role for the integration of gender equality across humanitarian action. This includes disaster risk reduction with a focus on prevention, mitigation and preparedness, humanitarian response and early recovery.

The 2016 World Humanitarian Summit acknowledged that in line with the SDGs ‘reaching those left furthest behind first’ through a mixture of short-, medium-, and longer-term assistance is a priority.  This is important as protracted conflict has become the new normal, with displacement lasting between 17 to 25 years.

Shifts are emerging around how humanitarian assistance is delivered, as more effective solutions need to be found to address those left furthest behind. Also, there is an increasing realization that the humanitarian-development nexus need to be addressed as people need humanitarian assistance and support to reduce risk, build resilience, and prepare for disaster both in the short-, medium, and long term, given the nature of many of the current conflicts, and given the threats posed by climate change and natural disasters. Humanitarian crises are not gender neutral. Gender sensitive humanitarian response is essential to improve the effectiveness of humanitarian assistance, through better targeted support.

Under the supervision of the UN Women Chief of the Humanitarian Unit, the consultant will support the Unit’s work to strengthen UN Women’s work on humanitarian, particularly as regards capacity building and engagement with the Global Compact on Refugees.

Objective and Purpose of the Consultancy

The objective of the consultancy is to support the Humanitarian Unit’s engagement with the Global Compact on Refugees; and support the training of UN Women staff and partners including those selected for the Rapid Deployment Roster. The purpose of the consultancy is to provide additional support to the Humanitarian Unit during a peak period.

Duties and Responsibilities

The consultant is responsible for the following scope of work within the identified timelines:

  • Support the Units’ work with the Global Compact on Refugees, including attending meetings in Geneva and liaising with the team in NYC. (10 working days). This entails engagement with the Global Compact on Refugees will entail engaging in and reporting on the thematic sessions in Geneva in October (Session 4) and November (Session 5), as well as the stocktaking of progress made and lessons learned in December. In addition, the consultant will follow the formal consultations in Geneva in February/March and April 2018. This work will be supervised by and coordinated with the Humanitarian Unit in NY leading up to, during and following the sessions. The objective will be to ensure that the Compact will be gender-responsive and include key issues identified by the humanitarian unit.
  • Organizing and execution of training for Rapid Deployment Roster, including coordination with the Security Team for SAFE training (25 days). This includes coordination with co-facilitators, subject-matter expert trainers, local partners, etc. , design and organize training for Rapid Deployment Roster which is based on the Gender in Humanitarian Action training manual developed by UN Women, including to customize the training for the selected candidates for the Rapid Deployment Roster. This includes the curriculum, training modalities, identification of venue and partners (incl. subject-matter experts to present on specific aspects of training), as well as communication with participants.
  • Roll-out of GiHA training for 2-4 Regional and/or Country Offices (20 days).
  • Support to country offices through participating in UN Women’s ‘flying squad’, for deployment for up to 14 days as required (30 days)

Deliverables:

  • Ensure that UN Women’s priorities are brought to the fore in the negotiations and deliberations of the Global Compact on Refugees, and that the process is duly coordinated with the Humanitarian Unit in NYC (15%)
  • Training developed and delivered for Roster members (25 %)
  • Training developed and delivered for 2-4 Country and/or Regional Offices (25%)
  • Flying Squad’ support delivered as needed. (35%)

Required Skills and Experience

Required Skills and Experience:

  • Master Degree in International Studies, Gender Studies, or relevant Social Sciences
  • Minimum 7 years’ relevant experience
  • Demonstrated experience with designing and facilitating trainings on topics relating to gender and humanitarian action
  • Demonstrated experience working on normative and coordination issues at the global level within humanitarian action
  • Experience working in a fragile and/or conflict context preferably with programme management or with consultancy work of relevance to this assignment
  • Demonstrated ability to deliver concise and well-structured written documents
  • Demonstrated ability to work independently, including on writing assignments with tight deadlines

Language Requirements

  • Fluency in the English language required, with strong, confident command of bother written and oral English. Additional UN language an advantage.

Computer Skills:

  • High level of proficiency in computer systems, internet navigation and various office applications.
