Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the Agency's activities to protect people and the environment from radiation exposure, and responds to the safety and security related needs of its Member States.

The Division of Nuclear Security (NSNS) is responsible for coordinating and implementing the IAEA's nuclear security programme to protect against, detect and respond to criminal acts or acts of nuclear terrorism and threats thereof. NSNS comprises four Sections\:


•Nuclear Security of Materials Outside of Regulatory Control Section
•Nuclear Security of Materials and Facilities Section
•Information Management Section
•Programme Development and International Cooperation Section

The Programme Development and International Cooperation Section interacts with donors and provides support to the overall planning and coordination of the work of the Division including the evaluation of results, financial matters, reporting to donors and the assessment of outcomes of programme activities. The Section is also responsible for coordinating the training programme implemented by the other three Sections, evaluating the programme and developing a collaborative network of Nuclear Security Support Centres which underpin the sustainability of nuclear security in Member States.


 

Main Purpose

Reporting to the Director, the Section Head provides policy and strategy advice to the Director and other organizational units, manages the processes for the development and application of systems to plan, monitor progress and evaluate the effectiveness of programme implementation and to ensure that contributions are disbursed in accordance with any conditions placed upon them. She/he coordinates the development of programmatic policies and programmes affecting all sections in the Division of Nuclear Security, and also takes the lead with respect to and facilitates voluntary financial contributions by Member States, including the negotiation of conditions and other administrative processes relating to funding. In addition, she/he oversees the coordination of the education and training programme and coordination and development of outreach activities implemented by the Division. The Section Head also oversees the promotion, with Member States, of the universal adherence of the Amendment to the Convention on the Physical Protection of Nuclear Material.


 

Role

The Section Head is\: (1) a leader and manager, providing guidance and managerial support to the team, and planning resources with a view to achieving efficient and effective results; (2) an adviser on matters of policy, strategy and wider issues of nuclear security; (3) a substantive expert, leveraging knowledge and experience in the field of policy development and international initiatives on nuclear security activities and on the use of the Nuclear Security Fund.


 

Functions / Key Results Expected

  • Ensure strategic approaches in the collaborative planning of Division-wide work, identifying and encouraging linkages with related work units.
  • Review effectiveness and the focus on priorities in line with the results based framework.
  • Provide coordination leadership and structure in the development of budgetary plans for the Division in line with the IAEA programme and budget, and the Medium Term Strategy.
  • Guide the development of a policy framework and manage an innovative and effective team of professionals and support staff, promoting internal and external collaboration and ensuring, through learning opportunities, work assignments and recruitment, an effective balance of skills and resources.
  • Follow the progress of programme implementation, monitor the disbursement of extra-budgetary contributions and ensure the Division meets the conditions placed on their use. Prepare or coordinate the preparation of the required reports to donors.
  • Coordinate activities associated with issues that cut across the sections of the Division.
  • Interact with representatives from Member States, as required, to support or facilitate their contributions to the Nuclear Security Fund.

Qualifications, Experience and Language skills

  • Advanced University Degree in International Relations or other relevant field;
  • A minimum of 10 years of experience in international relations, of which at least 3 years have been spent working in a multicultural environment, dealing with nuclear security or related subjects;
  • Experience in financial management, project management and financial control systems an advantage.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $84721 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 36684, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
