Organizational Setting

 

The Department of Safeguards is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for some 180 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment, including advanced nuclear fuel cycle facilities, and complemented by the political diversity of the countries.

The Department of Safeguards consists of six Divisions\: three Operations Divisions, A, B and C; three Technical Divisions\: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as two Offices\: the Office of Safeguards Analytical Services and the Office of Information and Communication Services.

The primary focus of each Division of Operations is to perform and document safeguards verification activities and to conduct analysis and evaluations aimed at providing assurances that States comply with their nuclear safeguards commitments. The Divisions implement a broad range of measures, including information analysis and in-field verification, to draw soundly based safeguards conclusions for States.

The operating environment is participative, interactive, analytical and dynamic. Many sensitive issues require the utmost discretion.


Main Purpose

 

Reporting to the Section Head, Coordination and Support Section, the Safeguards Coordination Assistant provides quality assurance on the contents of inspection packages, ensuring that reporting procedures are adhered to, that activities are properly recorded and that statements are accurately and appropriately worded. The Coordination Assistant provides advice on reporting matters to staff in the Division and collates and analyses data in order to identify corrective actions and improve future reporting performance.


Functions / Key Results Expected

 

  • Check the completeness of inspection reports in the electronic Verification Package application (eVP). This is accomplished through knowledge and application of safeguards procedures and practices in particular those relating to the inspection reporting modules of the Field Activities Reporting application.(FAR) as well as departmental quality standards.
  • Monitor the processing of inspection reports and help expedite timely inspection report completion through knowledge of the eVP process and quality control requirements.
  • Ensure that specific information is accurately recorded in inspection reports. This is accomplished through effective analysis and communication of explicit data, including seals verification, surveillance data, anomaly status and report unlocking or rework status and explanation.
  • Identify and communicate the need for corrective actions to be addressed and for errors to be corrected. Ensure that issues are addressed promptly through contact with the personnel concerned.
  • Analyse and report on quality performance relating to inspection reporting and issue periodic reports on report quality and timeliness to Division management. Such reports include information regarding outstanding reports, statement timeliness, rework requirements on a time interval and trending basis.
  • Make recommendations concerning quality improvements and assist in ensuring that reporting procedures are clear, accurate and inclusive of all necessary information.
  • Provide required support and/or backup to other functions within the section as instructed by the Section Head or Senior Inspector.

Qualifications, Experience and Language skills

 

  • Completed secondary education.
  • Minimum of six years of relevant working experience, preferably in the field of safeguards inspections concepts and practices.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, English, French, Russian and Spanish) is an asset.
  • English language test (level 2) and typing test (level 2) to IAEA standard.

Remuneration

 

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at EUR 50052 (subject to mandatory deductions for pension contributions and health insurance), 6 weeks' annual vacation, pension plan and health insurance

Appointment is subject to a satisfactory medical report. Recruitment will be on a LOCAL BASIS only. Outside applicants are required to supply to the IAEA or to authorize it to seek all information relevant to their suitability for employment by the IAEA. Testing may be part of the recruitment process.
