Organizational Setting

The Department of Safeguards (SG) is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for some 180 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.

The Department of Safeguards consists of six Divisions\: three Operations Divisions\: A, B and C, for the implementation of verification activities around the world; three Technical Divisions\: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as three Offices\: the Office for Verification in Iran, the Office of Safeguards Analytical Services and the Office of Information and Communication Services.


The Division of Technical and Scientific Services (SGTS) is the departmental branch for nuclear and other measurement systems applied in verification activities, containment and surveillance techniques and all verification logistics. Within the Department of Safeguards, the Division of Technical Support is responsible for the development and implementation of the Department's equipment systems.The Section for Verification Logistics (TVL) provides the Department with support and services (including equipment contamination monitoring and decontamination) in connection with the receipt, shipment, warehousing, physical verification, procurement and provision of equipment and supplies.


Main Purpose

Under guidance of the Team Leader and direction by the Equipment Performance Monitoring Engineer, the SG Equipment Performance Monitoring Technician monitors, collects, processes, records, quality controls and analyses SG equipment performance data. He/she drafts equipment performance reports based on the results of the analysis. He/she assists professional staff in the management and development of tools and methods used for equipment performance monitoring, reliability assessment and reporting.

Functions / Key Results Expected

  • Assist in identifying safeguards equipment/systems subject to performance monitoring. Technically maintain dedicated databases for recording data of equipment/systems under performance monitoring.
  • Collect equipment performance data from diverse sources including performance forms, technical duty trip reports, field activity reports, seals-files, battery maintenance data, technical reviews, and communications with technicians and inspectors.
  • Process, quality control, correct and complete performance data and maintain it in electronic storage.
  • Analyse performance data and identify equipment incidents.
  • Determine cause, scope, type, severity and impact of the identified incidents at system and component level.
  • Classify and code equipment incidents in a dedicated database ready to be used for input to equipment performance reports.
  • Communicate results of the incident analysis to relevant staff for taking corrective and preventive actions. Upon request provide the SGTS technical staff and inspectors with ad hoc performance reports and equipment statistics for supporting their decision making.
  • Liaise with SGTS technical sections on equipment performance issues. Attend relevant meetings for collecting performance data as well as discussing and providing equipment performance status and other technical information to professionals and technicians.
  • Periodically draft annual equipment performance reports and preventive maintenance reports to management of SGTS and Divisions of Operations, as appropriate.
  • Draft, review, provide input and corrections to reports containing equipment management information such as Safeguards Implementation Report, or Annual Report.

Qualifications, Experience and Language skills

  • Completed secondary education. Post secondary studies in electronic system engineering, reliability engineering or similar, is an asset.
  • Minimum of six years of relevant working experience in equipment reliability analysis, maintenance and/or performance monitoring.
  • Experience in designing advanced queries, forms and reports in MS Access environment.
  • Experience in statistical analysis is an asset.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.
  • English language test (level 2) and typing test (level 2) at IAEA standard.

 


Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at EUR 50052 (subject to mandatory deductions for pension contributions and health insurance), 6 weeks' annual vacation, pension plan and health insurance

Appointment is subject to a satisfactory medical report. Recruitment will be on a LOCAL BASIS only. Outside applicants are required to supply to the IAEA or to authorize it to seek all information relevant to their suitability for employment by the IAEA. Testing may be part of the recruitment process.
