NRC in Ukraine

NRC established its presence in Ukraine in November 2014 with the opening of a field office in Severodonetsk and representational country office based in Kyiv. Since becoming operational in eastern Ukraine, NRC has progressively expanded activities as concerns programme responses, core competencies and geographic reach in order to address evolving humanitarian needs. NRC currently implements project in three core competences: Information, Counselling and Legal Assistance (ICLA), Shelter/Non-Food Items and Food Security/Livelihoods. NRC ICLA Programme was established in April 2015.  The ICLA strategy has focused on addressing the needs of internally displaced persons (IDPs) and conflict-affected communities, especially along the front-line (the so-called “contact-line”) in Luhansk oblast and in the northern districts of Donetsk oblast of government-controlled area (GCA); the activities range from provision of information, counselling and legal assistance to capacity and institution building and advocacy. As the conflict enters its fourth year and the needs of affected communities become more diverse, NRC has developed a holistic response to evolving humanitarian needs. At the same time, NRC has launched projects aimed at meeting early-recovery needs in some localities and has begun to pursue approached that offer durable solutions for the displaced and host communities.

 

Our ideal candidate:

NRC Ukraine is seeking a highly qualified and motivated ICLA Project Manager (PM) with a thorough understanding of Housing, Land and Property thematic area and prior technical experience in working on durable solutions, including social housing for IDPs preferably in Eastern Europe. The ICLA PM will focus on establishing and consolidating an ICLA durable solutions team and, in coordination with the ICLA Programme Development Manager (PDM), contribute to the design and development of programme approaches and activities related to durable solutions that can be piloted and expanded to other project areas.

Generic professional competencies:

  • Minimum 3 years of experience from a senior level project implementation position, preferably in a humanitarian/recovery context

  • Experience from working in complex and volatile contexts

  • Legal expertise

  • Documented results related to the position’s responsibilities

  • Knowledge about own leadership skills/profile

  • Fluency in English, both written and verbal

 

Context/ Specific skills, knowledge and experience:

  • High education with background in law or similar

  • Experience with ICLA or related legal aid programmes

  • Knowledge of Ukrainian and Russian is an asset

  • In depth knowledge of the context in Ukraine

  • Contract period: 3 months, subject to available funding
