Senior External Relations Officer (GWA)

ORGANIZATIONAL CONTEXT
The mission of the Goodwill Ambassador Programme is to leverage the strategic advocacy, awareness-raising and fundraising goals of UNHCR in order to support public and resource mobilisation, and attitudinal and political change in favour of refugees.  GWA activities should support public engagement goals via activities in support of priority campaigns, events and other initiatives.  The work should boost brand visibility, widen and deepen audience reach, and promote UNHCR call¿s to action in order to better engage audiences and build empathy and support for refugees.  Through media and creative digital products, and via personal influence, GWA help create an environment in which UNHCR advocacy and outreach can be more successful. Activities should especially focus on key audiences and markets as defined by Division of External Relations (DER).

As an expert post, the incumbent will not require daily supervision of tasks, but will be expected to exercise their expert knowledge, experience and skills to work independently and on their own initiative whilst being guided by the overarching GWA strategy and the objectives outlined in their TORs and e-pad.  There will be regular communication with the supervisor on work related issues and weekly team meetings.

The post may supervise individual consultants and interns. 

The post will have strong functioning relationships with P4 colleagues across DER including Events& Campaigns (World Refugee Day and Nansen), PSP, PI, Strategic Communications, Digital and Content as well as with the wider PI network.  On specific GWA relationships, the incumbent may be in communication with senior management including Representatives and Bureaux Directors. S/he will also liaise with senior staff in National Partners.  On specific campaigns, the incumbent will be responsible for liaising with programme and policy staff, for example the statelessness unit. When organising GWA missions s/he will be in contact with field colleagues.

The s/m will represent the GWA Programme in acting as the GWA Team focal point to designated UNHCR regions, liaising as needed with Bureau, Regional and National s/m as needed to ensure all local and regional GWA work adheres to best practice guidelines.

Externally the post will liaise with globally and nationally recognised celebrities and with their senior representatives (agents, publicists, managers, family) as well as with senior representatives of external partners including One.org, the IOC, the Malala Fund, and digital partners. The incumbent will also liaise as agreed internally with media, digital, film and production contacts in order to manage outputs from celebrity activity.

FUNCTIONAL STATEMENT

Accountability
- Support is provided to the strategic development and continued growth of the UNHCR GWA Programme including stewardship, mentoring, and recruitment of active and reputable Global, Regional and National GWA (target numbers to be agreed as KPIs). For 2018 aiming for 8 Global GWA and regional GWA in all regions as required.  20 national GWA. Targets thereafter tbc.  All GWA will deliver at least 3 instances of support per year. 
- Tangible and measurable support is provided by the GWA activities to campaigns deemed organisational priorities.  Up to 2018 this includes #WithRefugees, #IBelong, and #NobodyLeftOutside, plus support for the SG¿s ¿Together¿ campaign. Support will be delivered via media, video and digital assets, new creative products, and in-person attendance at priority events.
- Guidance, contractual support and stewardship is provided to GWAs and artists  for key events including the Nansen Refugee Award.
- GWA programme contributes toward the overall attributable financial goal of up $5 million by 2018, and will leverage key donor partnerships.
- Donor communication is supported by GWA assets.
- Consistency and coordination across the recruitment and management of all GWA and high profile relationships including the adoption of best practice is supported by GWA Guidelines and Toolkit.
- GWA content and assets are brand aligned and carry organisational key messages.

Responsibility
- Ensure GWA activities and outputs are aligned with the GWA Strategy, taking note of organisational priorities and in consultation with key internal stakeholders.
- Identify and recruit new global GWA as agreed, and advise/support on the recruitment of regional and national GWA. This includes due diligence and adherence to formal nomination and appointment processes.
- Manage specific global GWA and HPS relationships as required, including leading missions and outputs.
- Manage GWA AWF as required.
- Provide expert advice and support to specific national and regional GWA focal points to ensure consistency and adherence to GWA Guidelines.
- Ensure GWA and HPS relationships take due regard of reputational risk and that risk are mitigated accordingly. 
- Provide reports and impact reporting on UNHCR GWA activity as required.
- In consultation with PSP and PI, liaise with national partners on how GWA support can leverage their activities and outcomes in key markets, ensuring effective integrated working.
- Ensure GWAs are briefed on organisational priorities and key campaigns.  Liaise with Bureaux and Offices as necessary to ensure GWA understand sensitive topics and what is expected of them in this regard.
- Ensure GWAs key messages and talking points are in line with organisational messages and duly signed off
- Manage GWA related projects as appropriate, for example creative film and documentary projects, or special events.
- Ensure GWA plans and work is executed in consultation with key internal stakeholders, and aligns with approved PI lines and brand guidelines.

Authority
- In consultation with the Head of Unit and other stakeholders, make decisions regarding the prospecting, recruitment, management and stewardship of GWA relationships. 
- Exercise judgement about GWA nominations and seek sign off from senior officers.
- Exercise judgement and make recommendations about priority requests to GWA, given their limited availability and the high number of requests received, noting organisational priorities as well as GWA skills and interests.
- Make informed and intuitive decisions regarding risk and risk mitigation, in consultation with stakeholders.
- Guide the focus of individual GWA work (where the s/m manages the GWA relationship) to ensure it aligns with organisational priorities and supports key campaigns, events and initiatives, and addresses key audiences.
- Guide the monitoring, evaluation and impact reporting on individual GWA activities, including KPIs and application of metrics where possible

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED
- University degree in International Relations, Communications or Humanities. 
- Minimum 12 years (10 years with an advanced university degree) professional experience in recruiting, managing and stewarding celebrity, high profile and high level relationships in a humanitarian context, with clear evidence of strong outputs including recruiting A list celebrities to global causes and managing their support.
- Proven success experience in public relations, including utilising celebrity support.
- Prior experience of fundraising, including utilising celebrity support.
- Strong and proven contacts within the entertainment and related industries.
- Prior experience of producing digital and social assets from celebrity support.
- Strong strategic, project management and organisational skills related to celebrity focussed projects.
- Proven negotiation skills, coupled with a diplomatic and persuasive style and tone.
- Experience in monitoring and evaluating celebrity support and producing impact reports.
- Excellent skills in writing and editing in English.

DESIRABLE QUALIFICATIONS & COMPETENCIES
- A graduate degree in International Communications or Humanities.
- International/field experience or good knowledge of humanitarian activities.
- Competency in managing multiple projects against tight deadlines, and responding with agility and flexibility.
- Experience of project managing multi-media projects including media, film and digital.
- Experience of UNHCR or other UN agencies.
