DRC Iraq is searching for a qualified consultant with the expertise in local labor code and NGO legislation in the country to provide advice and guidance on the labor relations, review the HR Manual and Policies and all the relevant annexes. 
The consultant will report to DRC’s Senior HR Coordinator in Erbil.  
Who are we?  
Danish Refugee Council is a leading protection agency pursuing our mandate to protect and promote durable solutions to displacement-affected populations on the basis of humanitarian principles and human rights. In the Middle East and North Africa (MENA), DRC apply a regional approach with operational presence in Libya, Tunisia, Algeria, Jordan, Lebanon, Syria, Turkey and Iraq.  
Present in Iraq since 2003, DRC is today operational in the Kurdish governorates, in and around Baghdad and in several South-Central governorates. Focused both on the influx of Syrian refugees and the current IDP crisis, DRC is providing assistance in a range of sectors including Camp Coordination and Camp Management, Protection, Livelihoods, Emergency Response (including food security, cash, and NFIs), WASH, Shelter and Mine Action. The Iraq programme presently employs some 450 national staff and 45 international staff, and is growing to meet new, emerging needs associated with ongoing and recent conflict in multiple locations.  
About the job 
The consultant will provide advice and guidance on the labor relations, review the HR Manual and Policies and all the relevant annexes. 
Reporting lines: 
  • Reports to: Senior HR Coordinator 
Scope of Work: 
Specific Objectives: 
  • Review the Human Resources Manual and Policies and provide feedback and recommendations to ensure they are aligned with the local labor code.
  • Provide the comparative analysis of the differences in the labor code in KRI and South Central Iraq and give advice on the implementation of the unified systems/policies in both locations
  • Review all annexes to the HR Manual to ensure compliance with local legislation  
  • Identify any gaps in the HR Manual vis-à-vis local labor code and provide recommendations on how to address them
  • Recommendations should cover all aspect of employment relation and should be provided for feedback and consultation to the HR Coordinator
  • The consultant will be required to provide the translation of the final approved version of the HR Manual into Arabic and Kurdish languages ensuring high quality translation and using the right terminology 
General Objectives: 
  • Provide qualified legal advice on matters related to the local labor code as needed  
  • Provide assistance on registration related matters  
  • Provide recommendations on NGO legislation related matters
  • Provide updates on any changes in the legislation 
About you 
Essential qualification criteria: 
  • Advanced Degree in Law with the specialization in Labor relations.
  • At least five years of experience in management or consultancy in the area of policies concerning labor relations;
  • Proven experience and knowledge of NGO legislation in Iraq.
  • Strong research background and demonstrated analytic capacity in evaluation of policies  
  • Fluent in Arabic, Kurdish and English.
