Danish Refugee Council (DRC) is a leading global displacement agency working in 40 countries, in conjunction with our specialist mine action unit, Danish Demining Group (DDG), which has been working in Afghanistan since 1999. DRC-DDG Afghanistan is part of DRC’s Central & South-West Asia (CASWA) region covering Afghanistan, Iran and Paki-stan. Within an overall strategic framework of responding to emergencies, seeking solutions to pro-tracted displacement; and tackling root causes, DRC-DDG Afghanistan’s current programming encompasses: mine action, emergency response, protection, armed violence reduction, and livelihoods. With more than 500 fulltime national and international staff members, offices in Kabul, Jalalabad, Kandahar, Herat and Mazar-i-Sharif and a portfolio in 2016 of USD 13 million, DRC-DDG Afghanistan is one of the largest INGOs operating in Afghanistan. 
 
 
About the job: 
 
 
Under the overall direction of the Emergency Coordinator and under the direct supervision of the ERM Manger, the Emergency Field Officer - Flying is a key member of DRC Afghanistan’s emergency surge team and will deploy to field locations at short notice to support and contribute in the implementation and monitoring of humanitarian operations either for on-going programs or for responses to new crises responses. At field level where DRC has a permanent base and when delegated by the ERM Manager, the Emergency Field Officer – Flying will be under the direct supervision of the Senior Emergency Field Officer. When not deployed, the Emergency Field Officer - Flying will be assigned to desk based activities related to Emergency and/or MEAL tasks related to DRC’s relief operations. The position is meant to be high mobile and frequent travels to field sites are requested. 
 
 
Responsibilities: 
 
 
Field bases’ surge capacity for scaling up emergency responses or to respond to new crises, gap filling in staff absence, operational support to on-going programs:
 
  • Planning and implementation of project activities in the assigned area of responsibility as per instructions given by the line manager and in accordance with approved methodologies and tools; 
  • Coordinating, leading and conducting rapid needs and market assessments in the field. Assessments to conducted either by DRC only or jointly with other humanitarian actors or line departments i.e. ANDMA and DORR; 
  • Data collection by using needs assessment and post distribution monitoring questionnaires. Data collection to be done either via paper forms or through digital equipment; 
  • Coordinating and conducting emergency field distributions either for Cash or in-kind NFIs in accordance to agreed criteria and guidelines; 
  • Conducting basic protection needs assessments to identify referral opportunities and additional cash assistance in collaboration with the Protection unit or other relevant actors;  
  • Participate in beneficiary selection processes through agreed criteria and guidelines; 
  • Produce basic reports on needs assessments and distributions; 
  • Mapping of humanitarian actors in his/her area and refer beneficiaries to relevant relief agencies when requested and in accordance to approved guidelines. 
 
Ad hoc field exercises related to programs:
 
  • Data collection by using needs assessment and post distribution monitoring questionnaires as per indications given by the Line Manager; 
  • To contribute actively on conducting baseline/end line surveys through interview of individual beneficiaries and FGDs; 
  • Participate in explanatory missions in areas not covered by existing intervention to support program expansion; 
  • Liaise with local stakeholders including local representative, relevant department including; ANDMA and DORR and other humanitarian actors in the area; 
  • Produce basic reports on field assessments, explanatory missions or data collection.

  • When not deployed to field locations: 
  • Compilation of reports, databases, training module and any other documents related to Emergency or MEAL-IM units (emergency sections) when requested by the Line Manager; 
  • Support in administrative and logistic matters related to emergency when requested by the Line Manger; 
  • Participate in Coordination meetings when requested by the Line Manager; 
  • Perform any other tasks as instructed by the Line Manager. 
 
 
About you 
 
 
To be successful in this role you must have: 
 
 
Education: 
 
 
  • High School Graduate (essential); 
  • University degree relevant to the sector and role; 
  • Trainings related to emergency responses. 
 
 
Experience and Qualification:  
 
 
  • Minimum 3 years’ relevant experience within a humanitarian organization, experience in emergency responses required (assessments, distributions of in-kind or cash assistance, MEAL, IM or experience of survey in emergency programming); Experience in protection programming is an added value; 
  • Good writing and reporting skills combined with communication skills;   
  • Good knowledge of different regions and understand of the movement patterns including Returnees and IDPs; 
  • Good experience of working directly with Afghan communities, displaced persons and local authorities;  
  • Computer skills (Word, Excel, PowerPoint) and report writing ability. Strong inter-personal and communication skills 
 
 
Languages: 
 
 
  • Pashto and/or Dari; 
  • English (good command).

Availability: As soon as possible 
Duty station: Based in Kabul but roving to field locations for at least 75% of the time. 
 
 
We offer: 
 
 
DRC-DDG will offer the successful applicant a fixed term contract from 1 August to 31 October 2017. 
Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for national staff. This position will be placed at salary Grade D, level 1, basic 745 USD.
