Background Information, ECR:

Based in Geneva, the Europe and Central Asia Regional Office (ECR) supports UNOPS offices throughout the region through: management, financial and programmatic oversight of global and country-specific portfolios, clusters and operations centres, including hosting services; fund and management advisory services; project implementation; procuring goods and services; and managing human resources.             

ECR ensures that projects are executed to the highest standards, providing a shared knowledge base and ensuring that best practices and lessons learned are disseminated between business units and projects across the entire region.

ECR operates global portfolios from offices in Geneva, Brussels and New York, and country-specific programmes from its operations and project centres located in Eastern Europe and Central Asian countries.            

Background Information, ICT Partner Services (IPS):

The demand for ICT services has been exploding in recent years in the area of Data Analytics, Video Conferencing services, Cybersecurity, Digital Resilience, etc. With an ambition of becoming a key player, UNOPS ECR has put in place an exploratory scheme to provide various ICT services to partners and clients including UNOPS projects, United Nations clients, UNOPS hosted organizations, Governments, NGOs, and other entities. Given the potential of growth, there is a need to hire ICT Analyst and Developer to provide ICT business analysis and development support for open source projects functions as well as other ICT related functions. This exploratory phase, funded by the Investment Fund, has shown great potential with a number of secured projects and prospects that make us confident in the future of this new branch.

The incumbent will work in close collaboration with IPS project teams, Regional Offices or Operations Centres and UNOPS HQ ensuring timely delivery of project products and services.

Under the direct supervision of the Portfolio Manager, the ICT Analyst and Developer will be responsible for providing ICT business analysis and development support for open source projects as well as other ICT related functions. The incumbent will be expected to promote a collaborative, client-oriented approach consistent with UNOPS rules and regulations.

The incumbent will work in close collaboration with the project teams in the Regional Office or Operations/Project Centre and UNOPS HQ ensuring project delivery.

Functional Responsibilities

-          Define, design and develop enterprise applications.

-          Manage the translation of business requirements into functional requirements and technical specifications.

-          Perform software code audit reviews as required.

-          Design data models and understand them.

-          Provide thought technical guidance in client side development, server side development, service oriented architecture, performance tuning and web security.

-          Perform unit testing and validate functional requirements integration.

-          Articulate and develop new, innovative concepts that could be implemented in addition to or as a replacement for existing solutions.

-          Perform unit testing and help with the validation of functional requirements integration.

-          Update and create user and project documentation.

-          Contribute to the management of the ICT related projects.

-          Contribute recommendations including viability of usage information systems and/or infrastructure and industry ICT standards/solutions relevant to projects, partners and clients; 

-          Prioritize team’s tasks and handle workload.

-          Track and report times and efforts invested on the assigned tasks.

-          Perform other ICT related duties as required.

Education

Advanced university degree (Master's degree or its equivalent) in computer science, information systems, mathematics, statistics or related field.

OR a first-level university degree (bachelor's or its equivalent) in computer science, information systems, mathematics, statistics or related field.

Experience

With master's degree a minimum of 2 years professional experience in information communication and technology, and business analysis and software development life cycle.

OR With bachelor's degree a minimum of 4 years professional experience in information communication and technology, and business analysis and software development life cycle.

Wide experience on managing ICT enterprise software development life cicle and business analysis. Expertise on server and client side development is required, with specific focus on PHP and Java Script code writing. Solid experience on data bases and MySQL. Experience of Drupal development and Apache Cordova is also required. Good understanding of the following areas is desired: Code auditing, ICT security, application performance optiomization and Linux administration.


Languages

Fluent oral and written English required.  Knowledge of other UN languages, especially Spanish, is desirable.
