Background:

NRC is operating in Iraq since 2010 to respond to the needs of the most vulnerable people affected by on-going conflict in the region. It has its country office in Erbil, KR-I and has area offices in Baghdad, Dohuk, Erbil, Kirkuk and Hamam Al-Alil. 

NRC national program strategy for 2016 takes a whole of Iraq approach focusing on CCCM, WASH, Shelter, Education, Emergency Cash modalities, housing and land property (HLP) and Information Counselling and Legal Assistance (ICLA). In 2016, NRC will continue to consolidate operations in the Kurdistan Region of Iraq (KR-I) by providing care and maintenance facilities in IDPs camps, strengthening the relevant government authorities and building systems more at community levels as opposed to household level for successful exit, while also considerably scaling up operations in the South-Central regions of Iraq (with focus on the Anbar and Baghdad Governorates). A further priority will be to reach populations in harder to access areas through working with implementing national partners, established community network contacts and UN-led Rapid Response Mechanisms (RRM). Target caseload will be people affected by displacement including IDPs in camps, IDPs outside of camps, host communities, returnees and refugees.


Overview:

The purpose of a WASH Technical Officer position is to contribute with specific technical competences to project implementation.The officer will primarily be ensuring adherence to NRC policies, handbook and guidelines. The officer will monitor and record best practices and innovative approaches within shelter and WASH projects .

The officer will report to Shelter/WASH project manager and will track expenditure and take relevant action when required.

The position will be based in Baghdad with some travel to needed areas.


Ideal Candidate Profile:

A University degree with significant experience in civil engineering, with experience from working as a project Officer in humanitarian and recover/context. Fluency in spoken written English, Arabic language is an asset. Knowledge of humanitarian principles and code of conduct.


Key Job Tasks and Responsibilities:      

  • Support the Project Manager in ensuring NRCs program policies and procedures are adhered to for efficient project implementation and progress of shelter & WASH projects.
  • Monitor physical and financial progress status and advise the Project Manager and Coordinators accordingly.
  • Track expenditure and take relevant action when required to revise budgets (realignment and amendment) in consultation with Coordinators.
  • Supporting the project planning process.
  • Management of work packages within the project as and when required    
  • Assist the Project manager in monitoring of the project quality indicators and undertaking monthly assurance tasks in consultation with Coordinators and Project Manager.
  • Supervise Project Assistant(s) within the Team, to ensure work efficiency and quality at all times.
  • Maintain all supporting project documents for audit and review processes.
  • Record vendor communications, meetings, and reports with program support unit including finance, logistics and procurement. 
  • Maintain records of project files and contracts and other supporting documents.
  • Support the compilation of lessons learned as per NRCs reporting format and coordinate with Coordinators and Project Team.
  • Contribute to the dissemination and sharing of best practices and lessons learned for planning and knowledge building.
  • Review submissions for Contracts, Purchase orders, Waivers and related documents prior to final approval.
  • Liaise with finance and logistics/procurement units in tracking commitments and disbursements.

 


Qualifications   

  • A university and/or advanced degree preferred.
  • Experience working in a humanitarian/recovery context
  • Previous experience working in complex and volatile contexts; ability to remain calm and professional in tense situations
  • Documented results related to previous responsibilities


The post will be for (5) months contract duration with possible extension - subject to funds.

Salary: 6/1 according to NRC-Iraq's salary scale.

Benefits: Health insurance.

Duty Station: Baghdad with some visits to NRC field offices.
