The Danish Refugee Council (DRC) is an independent, non-profit organization (NGO), founded on the basis of humanitarian principles, and human rights based approach, to secure the protection of refugees and internally displaced persons (IDPs), and to promoting long term solutions to the problems of forced displacement. Danish Demining Group (DDG) is a specialized unit within DRC which implements mine action and armed violence reduction (AVR) programmes. DDG’s mandate is ‘to create a safe environment free from armed violence and the remnants of conflict’, and DDG does this via a programmatic focus on four key sectors: Security Systems Reform, Small Arms and Light Weapons (SALW) management, Mine Action and Conflict Management. 
 
 
BACKGROUND 
The Uganda-Tanzania operation is the fourth largest international programme in the organization and is part of the East Africa and Yemen Regional Office based in Nairobi. The Uganda programme has been running since 1997 and is a significant actor in support refugees throughout the country as well as conflict management programming in Karamoja. The Tanzania operation began in 2015 and is focused on the Burundian and Congolese refugee populations in North-West region.  There are currently over 370 staff working in the Uganda programme in eleven programme offices while there are over 150 staff in five programme offices in Tanzania. Current programme sectors include protection, food security, WASH, shelter and NFI, livelihoods and conflict management. 
 
In West Nile region, DRC has been supporting the refugees from South Sudan as one of the leading NGOs in the region. DRC’s WASH program is relatively large and is implementing major wash project to put in place longer sustainable water solutions in the refugee settlement such as deep boreholes, designing and laying water distribution and pipe network, installing hybrid and solar systems. These are in addition to the emergency WASH interventions. 
 
PURPOSE 
Under the direction of the Head of Programmes, and in close coordination with technical specialist of the WASH Team, responsible for supporting and development, planning, implementation, monitoring and evaluation of DRC’s WASH program aimed at early recovery and results related to safeguarding and improving public health of the refugees by ensuring access to longer term water solutions, excreta disposal and promoting safe hygiene practices.  
 
KEY RESPONSIBILITIES 
 
Strategy and Program Planning  
  
  1. Lead DRC’s WASH response in country in consultation with the WASH technical teams based in the field 
  2. Prepare comprehensive plans and strategy for DRC’s WASH strategy in line with the broader WASH Country strategy adopted by the WASH working group and ensure that WASH programs are aligned with this strategy. 
  3. Lead planning for emergency WASH assistance strategy at the field level including safe hygiene practices, and improvement of sanitation facilities at household and communal levels, and emergency water supply measure including better and efficient management of short term measures such as water trucking. 
  4. Plan and implement longer term water solutions such as broader but accurate planning of water supply including deep boreholes, connecting these to longer term sustainable water supply systems in the refugee settlement such as hybrid or solar pumps and putting in place distribution networks in the settlements.
  5. Liaise and coordinate with the national WASH working group to plan and foster better and sustainable water resources at the settlements.  
 
Program Implementation and monitoring 
  1. Support implementation of DRC’s WASH projects being implemented in the settlements and provide timely advice through QA of workplans, review of technical designs of water systems developed, BoQs for the technical systems, and regular site visits. 
  2. Support timely implementation of the WASH projects through regular checks against the work plans and assisting in adjustment of program implementation strategies where needed.  
  3. Monitor quality of the WASH projects against established quality and quantity indicators, through field visits and constant communication and oversight of the field teams. 
  4. Collect and collate regular implementation reports from the field, assess program implementation progress and devise corrective measures where needed. 
  5. Support the MEAL coordinator in preparation of monitoring and evaluation exercises as well as reports. 
Coordination and representation 
 
1. Represent DRC at the national WASH coordination working group and liaise closely with other actors in country, encourage common WASH strategies in the sector 
2. Maintain high level of coordination with WASH sector leads and co-leads as well as with the Ministry of Water and Environment 
3. Coordinate with other sectors within DRC’s program to ensure coherent and coordinated planning of the interventions 
 
Program development and reporting 
  1. Assist the HOP in developing concept notes and proposals related to WASH sector 
  2. Prepare Donor reports for the WASH sector in collaboration with the WASH field teams

Moreover, we also expect the following:   
 
QUALIFICATIONS 
 
Essential: 
  • Advanced university degree or equivalent experience in Environmental Public Health, Civil Engineering, Geology, Hydrogeology, or Sanitation Engineering, or other related field.  
  • At least Five years’ experience in WASH program management including planning of water systems, including deep borehole systems with NGOs, UN, Government or similar organisations 
  • A good communicator and proven diplomacy with all types of stakeholders 
  • Fluency in spoken and written English required

Contract:         1 year contract dependent on both funding and performance. Salary and conditions in accordance with the Danish Refugee Council’s Terms of Employment for Global Expatriates (available at www.drc.dk under Vacancies). This position is graded as A14.  
For qualified National staff the terms of employment will be in accordance with DRC terms for National staff
