We are looking for a highly qualified Protection Area Manager for our program in Antakya- Hatay, Turkey.

Who are we?

The Danish Refugee Council (DRC) is a humanitarian, non-governmental and non-profit organization, founded in 1956, that works in more than 35 countries around the world. DRC has been operating in Turkey since early 2013, working with by and large with non-camp Syrian refugees and affected host communities. DRC is committed to basic humanitarian principles; including impartiality and neutrality and offers the highest standards of accountability to the people it serves. The overall objective for DRC in Turkey is the protection and promotion of durable solutions to displacement affected populations on the basis of humanitarian principles and human rights with more immediate objectives focusing both on the immediate subsistence needs, protection and self-reliance support as well as a more long term focus on capacity building. In Turkey, DRC works partially through partners, also providing intensive capacity building support, while also conducting direct implementation.

About the job

DRC’s protection programming aims to build the capacities and assets of vulnerable Syrian and host community individuals to enhance their social and economic self-reliance. Program activities include; counseling, provision of transferable skills, vocational skills training, job referrals and/or provision of home-based small business grants.

The Protection Area Manager is based in one of DRC’s offices in South-eastern Turkey either in Hatay, supervising the implementation of Protection in Hatay, Mersin, and Kahramanmaraş; or based in Sanliurfa supervising the implementation there and in Kilis. The role of the Protection Area Managers is to ensure development and implementation of an efficient, accountable, and measurable protection program in the provinces where DRC is operational. Key responsibilities include ensuring overall coordination of DRC’s protection portfolio in their areas of responsibility, which includes community-based protection, case management and specialized services, and protection monitoring. S/He is expected to be familiar with international humanitarian relief and development activities and operational issues related to protection programming. S/He reports directly to the Area Manager.

Duties and Responsibilities

The Protection Area Manager will have the following duties and responsibilities:

Overall Responsibilities

Program Management, Development, Monitoring and Evaluation (40%)

  • Provide leadership, management and technical direction of the protection program, in coordination with and as agreed technically with Country Protection Program Manager and Area Managers
  • Contribute to or lead the development of concept notes and proposals. Supervise participatory needs assessments and identify appropriate protection interventions to increase resilience of the local and refugee communities in the target areas;
  • Ensure the effective Monitoring, Evaluation and Learning processes for the protection program;
  • Participate in periodic program reviews, planning meetings and external meetings as requested by the supervisor;
  • Ensure effective and quality management of multiple donor grants;
  • Ensure planning, qualitative and timely implementation of activities as agreed with donors, ensuring adherence to DRC policies and procedures
  • Geographical technical coordination and supervision of all protection activities in the area of responsibility, in line with DRC operational and programmatic requirements. The Protection Area Manager(s) will be responsible for preparing and transmit work plans to Area Managers for implementation and will monitor if targets are met and results achieved.
  • Participate in developing DRC Turkey protection strategy by feeding in inputs from the field;
  • Ensure/facilitate the qualitative and quantitative monitoring of protection projects through team meetings, post-assistance visits, regular reporting and other relevant monitoring tools;
  • Ensure that all data and supporting project’s document are clean, accurate and compliant with protection standards.
  • Facilitate evaluation of the program internally;
  • Generate internal and external protection project reports as required.
  • The responsibility that the team is adhering to relevant data confidentiality, retention and privacy standards.

    Information, Coordination & Partnership (20%)

  • Serve as a key liaison with relevant stakeholders in target areas;
  • Promote collaboration and synergy between the DRC projects and similar NGO projects in the same areas;
  • In consultation with Country Protection PM, develop programmatic collaborations and partnerships with relevant local organizations and institutions.
  • Regularly update the mapping of stakeholders implementing Protection’ project in the area of responsibility.

    Budget Management (20%)

  • Provide inputs to Area Manager to ensure effective and efficient utilization of protection program resources through monitoring and tracking of expenditures against budgets.
  • Anticipate, along with Area Manager, potential over/under spending
  • Provide forecast to Area Manager on monthly basis

    Staff management, training & Capacity development (20%)

  • Technical management of protection field staff in the area of responsibility. Ensure coordination with other departments (Livelihoods, M&E, procurement, finance)
  • Train, coach, and mentor protection program staff in various technical areas through internal or external facilitation, including formal and informal interactions
  • Guide protection staff in how to work with capacity building and management of volunteers, including on culturally sensitive topics.
  • Participating in the hiring process, as well as ensuring staff has work plans. Contribute to the timely performance management measures for the protection team including appraisals and remedial actions.

    Other

  • Any other duties related to the nature of the job as directed by the Area Manager, Protection Manager, Head of Programmes or Country Director.

    About you

    To be successful in this role you must have University degree or higher education relevant to human rights, law, political sciences, social sciences, or development field

    Moreover, we also expect the following:

    Essential Qualifications:

  • Project Management (including budget/contract management)
  • Project monitoring (including reporting and data management)
  • Experience with managing partnerships with local organizations
  • Experience in coordination with external stakeholders such as donors, authorities, municipalities, employers, partner NGOs etc.
  • Fluency in the English language, both written and verbal.

Essential Experiences:

  • At least 3 years of proven experience in field-based humanitarian settings or in the private sector, including at least 2 years in the Protection sector;
  • Proven experience in team management

    Preferred Qualification:

  • Above average computer literacy

    Preferred Experience:

  • Experience working with social work, community mobilization and social science research is an asset
  • Understanding of the rights and protection issues of refugees, children, and women - experience working with Syrian refugees is an advantage

    Language Skills:

  • Fluency in the English language, both written and verbal and knowledge of Turkish or Arabic

We offer

DRC will offer the successful applicant a 4 months’ contract, renewable dependent on both funding and performance. You must be available to start work from September and be willing and able to work in Antakya-Hatay.

We offer a fair compensation package depending on your qualification and experiences as well as additional allowances such as relocation allowance and living allowances, if applicable. DRC Turkey is income tax exempted.
