The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

JOB DESCRIPTION:

The objective for this consultancy is to work with NRC’s global Education programme and other relevant staff to lead the planning, development and roll out of NRCs child safeguarding policy and child protection trainings. The consultant will be expected to develop a strategy and work plan which will define NRCs overall approach in supporting field operations, specifically education programmes to implement and comply with child safeguarding and child protection measures.

The consultant will be supported by NRC staff engaged in education, protection and human resources.

 

DELIVERABLES

Deliverables to include the following (and to be further defined through consultations with Global Education Advisers and Protection Advisers):

  • POLICY DEVELOPMENT
    1. Consolidation of Child Safeguarding Policy, based on existing NRC policies, practices, procedures and tools.
    2. Develop Behaviour Change Communication (BCC) plan for roll out of Child Safeguarding policy to country offices.
    3. Support roll out of policy ensuring Human Resources, Security and Country Directors understand obligations and have strategies in place to ensure compliance.
  • TRAINING ON CHILD PROTECTION AND CHILD SAFEGUARDING
    1. Development of face to face training modules (1 day essential training package and 3 day extended package, approximately) on basic child protection and child safeguarding. Modules to be written in a way that is accessible for a variety of professional and cultural back grounds and literacy levels. Standard content to be drawn from existing training materials.
    2. Development of E-Learning material that is based on the material developed for face to face trainings.
    3. Testing of material in one of NRCs regional offices.
    4. Development of a capacity development/roll out model, including Training of Trainers in at least one of NRCs regional offices.
  • MONITORING AND EVALUATION
    1. Develop M&E plan to be able to track the roll out of the Child Safeguarding Policy and the outcomes related to the Child Protection training.

QUALIFICATIONS AND EXPERIENCE

  • Minimum of 5 years experience as a senior child protection specialist
  • Experience in designing and implementing child protection programmes in complex and volatile contexts
  • Experience in the development of policies and strategic plans
  • Experience in mainstreaming of child protection and child safeguarding, preferably within education programmes
  • Experience in development of dynamic training materials for a range of stakeholders
  • Excellent facilitation and communication skills
  • Fluency in English
