Background Information - Myanmar

Myanmar is one of UNOPS leading offices in Asia, acting as fund manager for three of the largest development programmes in the country, namely the Three Millennium Development Goal Fund (3MDG), the Livelihood and Food Security Trust Fund (LIFT) and the Joint Peace Fund (JPF). In addition, UNOPS Myanmar is Principal Recipient for the Global Fund to Fight AIDS, Tuberculosis and Malaria in Myanmar and Cambodia, and for the Global Fund¹s Regional Artemisinin-resistance Initiative targeting drug resistant malaria in the Greater Mekong sub-region. UNOPS provides procurement, infrastructure and project management services to a wide range of organizations in the country, including the Government of Myanmar, international development partners, other UN agencies, NGOs and INGOs. UNOPS Myanmar plays a critical role in ensuring that the quality of services provided to its partners meets stringent requirements of speed, efficiency and cost effectiveness.

The Myanmar Operations Center (MMOC) under the UNOPS Asia Regional Office has been established to support, develop and oversee UNOPS’ portfolio of programmes and projects in Myanmar and to ensure that synergies between programmes and projects are effectively developed. The MMOC plays a critical role in ensuring quality services to UNOPS partners that meet stringent requirements of speed, efficiency and cost effectiveness. It is also responsible for liaison with Government counterparts, Donors, and UN Agencies. UNOPS Myanmar portfolio currently comprises several programmes and projects, including fund management of the multi donor Three Millennium Development Goals Fund and the Livelihoods and Food Security Trust Fund. In addition, UNOPS is the Principal Recipient of the Global Fund to Fight AIDS, Tuberculosis and Malaria grants to Myanmar. 

Functional Responsibilities

Under the direct supervision of the Senior Finance Officer and the overall supervision of the Financial Management Officer, the Finance Assistant shall be responsible for performing the following duties:

  • Will be responsible for pre-paid expenses and operational advances under the guidance of the Senior Finance Officer;
  • Review financial documents submitted by MMOC staff, Implementing Partners, Sub Recipients and Consultants for completeness of information in conformity with UNOPS financial rules and regulations and process payment vouchers in the system. Check all the relevant supporting documents from outside suppliers, miscellaneous contracts, travel claims and advances are in compliance with the terms and conditions of agreement to precede payments
  • Logs all incoming/outgoing transactions;
  • Assists to Senior Finance Officer in preparation of audit queries;
  • Ensures that all the financial records are maintained properly;
  • Examines client queries and provides explanations, addressing the supervisor in disputed, complex or unusual cases;
  • Drafts correspondence to clarify discrepancies;
  • Maintains the unit's filing system according to UNOPS procedures;
  • Performs other duties as assigned by the supervisors.

Education/Experience/Language requirements

a.       Education

  • Secondary education is required.  A University degree in accounting, financial management or other fields relevant to the above duties would be an asset.
  • Diploma/certificate or equivalent professional qualifications like ACCA or LCCI will be an advantage.

b.      Work Experience

  • Minimum five years of work experience in accounting, financial management is required.
  • Thorough knowledge in finance and treasury would be great asset.
  • Experience within the UN system is an advantage.
  • Prior experience with international organizations in financial management will be preferred.
  • Previous successful involvement in a similar position with the UN system would be an asset
  • Good knowledge of international and/or UN/UNOPS financial regulations and rules and accounting practices.
  • Strong computer skills, including internet navigation and office applications (MS Office) is required. 
C. Languages
  • Intermediate level in written and oral English and Fluency in Myanmar language is required.
