DRC is an International non-governmental organisation, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world.  DRC has responded to the humanitarian crisis in Ukraine by re-entering the country in the autumn of 2014 and launching emergency humanitarian assistance for internally displaced persons (IDPs) and for other for conflict-affected populations in Eastern Ukraine. 
 
About the job 
DRC Legal Assistance Unit in Ukraine is established to broaden and strengthen DRC protection services for the IDPs and conflict affected people of Ukraine. The Legal Assistance Unit implements legal aid program both directly through DRC’s own lawyers as well as through partnership with national legal aid NGOs. The short term objective is to ensure that DRC and its partner lawyers provide high quality legal aid services. The mid-term objective is to develop relevant and innovative product and services with the view to increasing quality of service, and efficiency in service delivery. The other mid-term objective is to position DRC on a platform for high impact advocacy. The long term objective is to transfer the knowledge and capacity to national actors and contribute towards strengthening the broader civil society resources. 
 
Legal Analyst is a Kyiv based position which is expected to substantially contribute to knowledge management and use of Unit’s knowledge for improving output quality and efficiency of service delivery and to enhance DRC’s capacity to carry on evidence based advocacy, as well as to ensure management of the partnering organizations performance, reporting, and capacity building activities  
 
The Legal Analyst will be responsible for the following tasks:
 
Research, compilation and analysis of law and practices  
  • Compile national and international law relevant to the protection of the rights of IDP, refugee and stateless persons  
  • Compile legal and administrative processes and practices in relation to the laws and regulation relevant to the protection of the rights of IDPs 
  • Provide legal analysis whenever needed for the use of the legal network, its lawyers, managers and external network members 
  • Conduct legal research and write thematic reports on issues identified by the legal network and the legal assistance unit 
  • Contribute to training programms for lawyers, judges and other stakeholders
  • Systematically collect information through the lawyers, monitors and other field actors for use in evidenced based advocacy and other purposes
  • Prepare survey and other fact finding and documentation reports, coordination meeting minutes, statistics and other communication materials to support internal flow of information
  • Participate and contribute to round tables and other events of the unit 
 
Advocacy  
  • Actively liaise with advocacy stakeholders and assist Program Manger in designing DRC's legal unit advocacy strategy  
  • Create advocacy tools 
  • Carry on advocacy initiatives in line with advocacy strategy, utilizing advocacy tools. 
  • Represent DRC in different advocacy forums.  
  • Hold monthly access to justice roundtable, and other roundtables in consultation with the Program Manager.  
 
Legal Alert 
  • As the focal person, draft DRC monthly legal alert in consultation with DRC legal unit members 
  • Manage legal alert mailing list 
  • Translate, in cooperation with other legal unit members,  DRC legal alert in Ukrainian and Russian 
  • Ensure wider dissemination of DRC legal alert 
 
Matters related to Legal Partner  
  • Assist Program Manager in legal partner management, including drafting of contract, ensuring partner compliance, collecting and compiling partner reports etc.  
  • Assist Program Manager in capacity development of partner lawyers and managers 
  • Coordinate with partner and direct operation lawyers on information materials used, and create synergies for cross utilization of information materials by partner and direct implementation lawyers.

To be successful at this role you have to demonstrate proven experience and capacity of making legal researches and analysis and writing recommendations, as well as capability in designing DRC's legal unit advocacy strategy and to liaise with advocacy stakeholders.
 
Required  
  • Graduate or post-graduate degree in law, humanitarian law, human rights law or other; 
  • At least 5 years of overall working experience, with at least 2 years working in international NGOs; 
  • Excellent analytical  and advocacy skills; 
  • Full working proficiency in both oral and written English and Ukrainian; 
  • High proficiency in Microsoft Office programs. 
 
WE OFFER
Contract length: 4 months with possible prolongation based on performance and further funding available
Start date: 11 September 2017
