Looking for Chief Field Office to be responsible for the planning, implementation, monitoring and evaluation of the assigned emergency and regular programme in West Darfur and Central Darfur

Sudan is a huge country, more than four times the size of Sweden and the third largest in Africa—even after South Sudan was carved out in 2011. Sudan has a lot of land and resources, a population of 40 million and a history that predates the Nubian kingdoms established along the Nile River around 4,000 BC.

Sudan’s children make up half of the total population, and the past two decades have seen their lives improve. Fewer boys and girls are dying before their fifth birthday. Primary school attendance is increasing. Immunization coverage is high and the country remains polio free.

Still, millions of children continue to suffer from chronic conflict, from seasonal natural disasters and disease outbreaks, from under-investment in basic social services. Sudan ranks as one of the worst in the world for malnutrition, and three million of its school aged children are not in the classroom.

How can you make a difference?

  •  Ensures the preparation of the Situation Analysis and its periodic and ongoing update for West Darfur, Prepares required documentation for the emergency as required. Prepares sectoral input to the Country   Programme Recommendation (CPR) and all related documents, (e.g., Plan of Operations, Project Plans of Action, Country Programme Summary Sheet (CPSS), Programme Summary Sheet (PSS)), for assigned programmes/projects.
  • Participates in the formulation and development of emergency programme goals, strategies and approaches for UNICEF interventions and for the longer term UNICEF plan of cooperation. Plans, implements and monitors assigned activities ensuring UNICEF maintains lead co-ordination role in Education, Nutrition and WES.
  • Participates with UNICEF/government/NGOS and private enterprise and other partners in the development of strategies, methodologies and identification of new approaches for improving emergency and regular programme delivery, with emphasis on delivery of services for the emergency and advocacy, community participation and social mobilization for the regular programme.
  • Reviews and evaluates the technical, institutional and financial feasibility and constraints of programmes/projects in coordination and collaboration with UNICEF Khartoum, government and other partners.
  • Provides technical support to government and non-government organizations at the state and community levels in the planning, development and implementation stages of the programmes/projects.  Plans, organizes and conducts training and orientation activities for government personnel and beneficiaries, for the purpose of capacity building at the central and regional levels, and expansion of coverage of services.
  • Undertakes regular field visits, and surveys in order to monitor and evaluate project implementation. Identifies problems and proposes remedial action. Identifies alternative courses of action, to accelerate/improve programme delivery.
  • In conjunction with section chief and emergency coordinators develops the workplan for the sectors and monitors compliance to ensure objectives and targets are met and achieved.  Guides and supervises professional and support staff. Ensures their training needs are met, and provides on-the-job training.
  • Coordinates with Operations/Supply staff on supply and non- supply assistance activities.  Approves disbursement of funds ensuring proper utilization and accountability, and that activities are within established plans of action, and the programme budget allotments.
  • Participates in establishing effective monitoring, information and reporting systems in conjunction with other UN agencies and Darfur offices, and in the development of communication materials and strategies to support advocacy and community participation.
  • Participates in the preparation of all programme reports for management, Board, donors, budget reviews, programme analysis, annual reports, etc.

To qualify as a champion for every child you will have…

  • An advanced university degree (Master’s or higher) in Social Sciences, Public Administration, International Relations, Business Administration, Public Health, Education, or other fields related to the work of UNICEF.

  • A minimum of Eight (8) years of progressively responsible professional work experience at national and international level in in social development, management, monitoring and evaluation, four (4) years of which should be in developing countries.of relevant professional experience in 

  • Developing country work experience and/or familiarity with emergency is considered an asset.

  • Fluency in English is required. Knowledge of Arabic is an asset.
