The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

NRC has been present in Lebanon since 2006 initially assisting Lebanese displaced persons and later Palestinian, Iraqi and Syrian refugees.  The programme started with Education and Shelter interventions and, since March 2012, NRC has also Information, Counselling and Legal Assistance (ICLA), Collective Site Management and Coordination (CSMC) and WASH Programs.

 

In response to the Syria crisis, NRC’s Shelter programme aims to improve the housing and living situation of refugees in Lebanon through the provision of cash grants for the rehabilitation of housing units in unfinished or inadequate buildings. These housing units are provided rent-free to vulnerable households, selected among registered or refugees pending registration from Syria, for a period of one year. In addition to this, NRC has undertaken winterization support as well as weather proofing support to those in sub-standard buildings and in Informal Tented Settlements (ITS). The NRC Shelter programme works closely with the ICLA programme on Housing, Land and Property (HLP) issues. The shelter and WASH programmes collaborate on both housing rehabilitation as well as in support to ITSs. Lastly, since early-2000, the shelter programme has been supporting the Palestinian caseload in the camps and gatherings in both the North and South of Lebanon.

 

  1. Role and responsibilities

     

    The Shelter Technical Coordinator is responsible for fulfilling NRC’s objectives as stated in (a) Programme of Principles; (b) Programme and Shelter Policies, (c) Country Strategy; (d) Project Proposals and (e) running Activity Plans and budgets through collecting, collating, analysing, disseminating and acting on key humanitarian information to ensure effective response and to facilitate delivery and monitoring of assistance within the Lebanon Shelter program.

     

    Generic responsibilities

  1. Ensure that consistent and compatible information on needs and assistance provided for operational analysis and decision-making is provided in a timely fashion
  2. Provide sector-specific maps and graphics on a regular basis that help planning and impact analysis, through linkages with all field areas, and other actors
  3. Develop simple and user-friendly information management (IM) formats in consultation with the staff, local authorities, and other key stakeholders
  4. Ensure the maintenance, dissemination and adaptation as necessary of information management tools
  5. Promote use of and training on the use of these IM tools among NRC staff;
  6. Assist in report writing
  7. Provide information outputs and visibility items on NRC Shelter in English and Arabic;
  8. Conduct monthly field visits as required

     

    Specific responsibilities

  • Support in reporting to donors and writing proposals for the NRC Lebanon Shelter program;
  • Assist in reviewing the existing shelter guidelines, Theory of Change, shelter strategy, and beneficiary selection criteria to tackle protection concerns;
  • Monitor reporting on outputs and outcomes on NRC reporting tools and Activity Info;
  • Support in monitoring projects progress (targets versus actuals) on a monthly basis
  • Support Shelter research efforts;
  • Support the IM Coordinator in designing the Shelter database and data migration
  • Support the Shelter Specialist in representing NRC at Shelter Core Group, Shelter Working Group, Energy Sector Working Group, etc. when needed;
  • Track community support and school rehabilitation projects;

 1. Professional competencies

Generic professional competencies for this position:

  • University degree preferably in architecture, engineering, social science, social geography, urban planning or other relevant field
  • Minimum 3 years’ relevant working experience in Architecture, Information Management, or otherwise relevant field
  • Proven skills and experience in report writing and outreach materials;
  • Experience from working in a humanitarian/refugee context; Preferably in the Shelter Sector;
  • Ability to guide technical staff and experience in training and capacity building IM mechanisms at various project levels.
  • Experience in designing research & evaluation projects is an advantage;

  • Previous experience from working in complex and volatile contexts;
  •  

  • Knowledge of humanitarian technical guidelines, standards, and indicators.
  • Fluent in Arabic and English, both written and verbal

     

    Technical Competencies

  • Advanced MS Excel skills (Essential): Ability to create macros and v-lookup, etc;
  • Above average computer software skills; including experience working with statistical computer software packages such as SPSS is an added value;
  • Experience with GIS and mapmaking (ArcGIS, Mapinfo, QGIS);
  • Experience with report generation and graphic design (through e.g. Adobe Illustrator, InDesign);
  • Strong database skills an advantage;
  • Understanding of web-based applications;
  • Experience with one or more of following Software Packages is an added value: Kobo Toolbox; RAIS; DHIS2; Activity Info; Tableau; Suite CRM.
  • Strong writing and presentational skills.

  • Ability to translate planning specifications to technical briefs for data capture and analysis, and vice versa
