NRC in Afghanistan

NRC Afghanistan established operations in 2003, and currently maintains four area offices in Balkh, Nangarhar, Herat, and Kandahar Provinces, as well as field offices in hard-to-reach provinces: Kunduz, Khost, Faryab, Sar-i-Pul and Badghis. NRC interventions are based on the humanitarian principles, which are promoted to increase the acceptance of humanitarian assistance amongst target populations, as well as, to facilitate and enable access. Afghanistan is a protracted and complex emergency in which conflict and recurrent natural disasters combine, set against a back drop of the continued return of Afghan Refugees from Pakistan and Iran; the humanitarian context is characterized by multiple localised emergencies adversely impacting communities and populations with low levels of resilience and/or high vulnerability.

 

About the position

The Emergency coordinator will contribute to the achievement of NRC’s objectives in Afghanistan.

The purpose of this position is to manage high-quality field implementation of the Emergency Response Mechanism (ERM) team on the ground, under the guidance of the NRC Emergency Manager. The Emergency Coordinator is also responsible for supporting appropriate systems development, contributing to programme learning and design, and coordination at both field and national levels.

Generic responsibilities

  1. Coordinate contingency planning and emergency preparedness, in close collaboration with NRCs staff and external partners.

  2. Coordinate annual activity and work plan for contingency planning and preparedness

  3. Work with the Emergency Focal Points in NRCs field offices in to ensure appropriate preparedness and response.

  4. Coordinate emergency assessments, in close collaboration with NRCs Security Department

  5. Participate in project proposals to ensure emergency funding, when needed

  6. Coordinate the emergency aid delivery and lead the Emergency Response Team in the ground

  7. Ensure proper documentation of emergency response activities, including post-distribution monitoring. Monthly activity/project reports and other reporting as required

  8. Training and development of NRC staff and relevant partners and beneficiaries in emergency response mechanisms

  9. Ensure adherence to NRC policies and donor requirements, humanitarian principles, SPHERE, Do No Harm, and other international standards for emergency work. Promote the rights of IDPs/returnees in line with the advocacy strategy.

Specific responsibilities

  • Ensure quality implementation, monitoring, reporting and coordination of ECHO ERM emergency interventions

  • Support the NRC Emergency Manager in developing SOPs, methodologies, best practices, programme learning, knowledge management, internal communications and relevant programme advocacy

  • Ensure adequate control mechanisms are in place and respected, reducing risks of diversion and improving quality of accountability to affected populations

  • Ensure that project data and information is properly collected, centralized, analysed and used

  • Training and capacity building of staff

  • Identify protection issues affecting people the emergency response programme benefits, and advocate or refer for appropriate responses

  • Support communications activities related to the general situation of people displaced internally in Afghanistan by armed conflict, and also the ECHO ERM partnership

  • Support in humanitarian negotiations with relevant stakeholders, for the purpose of principled access or protection

  • Technical supervision of 4 x Emergency Coordinators (sub-national), 35 x Emergency Officers / Assistants

 

Our ideal candidate

Generic professional competencies for this position:

  • Minimum three years of experience working as a Project coordinator/Manager in a humanitarian complex and volatile contexts
  • Experience in cash and voucher-based programming
  • Experience in SOP development and other systems design
  • Experience in working with ECHO funded projects is a plus
  • Fluency in English, both written and verbal
  • Political and cultural awareness

Context/specific skills, knowledge and experience:

  • Relevant educational background combined with relevant professional experience
  • Political and cultural awareness and experience of working where insecurity is a major issue

  • Solid field experience, preferably from refugee/IDP emergency response

  • Proven communication, interpersonal and leadership skills

  • Experience with IDP /refugee related programmes

We offer:

Contract period: 12 months

Salary/benefits: According to NRC's salary scale and terms and conditions

Duty station: Kabul, Afghanistan with approx. 70% travel in country

This is an unaccompanied post/non family duty station, with shared housing/ accommodation of moderate standard.
Due to the unstable security situation, recreational and social facilities are limited.
All international staff working and residing in Afghanistan are obliged to pay income tax to the Afghanistan authorities. 
Approved health certificate will be requested before contract start. 
Selected candidate need to provide certified University diplomas prior to applying for visa to Afghanistan
