Officer, Myanmar Program

Based in Naypyitaw, the Senior Officer is in charge of developing substantive analytical and capacity-building inputs relevant to green growth assessment, green growth strategy implementation, green financing and NDC implementation in the country program. The officer provides day to day technical support internally, as well as to relevant government counterparts in the context of the ‘hybrid team’. The position carries out both analytical and capacity-building work related to green growth. Under supervision of the country representative, the officer will contribute to representation of, and engagement with, a variety of stakeholder on behalf of GGGI aimed at developing partnerships.

PURPOSE

 

  • Provides technical inputs and support the implementation of the Myanmar country project, under the leadership of the country representative;
  • Compiles research, case studies and other illustrative materials which give practical guidance to program development;
  • Provides capacity-building, mentoring and back-stopping support to government and non-government project implementation partners.

 

ENGAGEMENT

 

  • Participates in the assessment of program needs and resources to assist in program design, development and implementation.
  • Engages in stakeholder mapping and supports facilitation of discussion between investors, government agencies, civil society, researcher and other stakeholders.
  • Applies technical skills to acquire relevant information/knowledge from a variety of sources which are often difficult to access, in support of delivery of a good quality output.
  • Understands project management methodologies and is able to provide a wide range of contributions in support of delivery of components/work streams in the country program.

 

DELIVERY

  • Monitor the project cycle and organize analytical work to ensure that deliverables are provided in a timely manner to support subsequent work and consistent with the work plan and project cycle.
  • Assesses delivery issues and works with national counterparts to build capacities and common understanding and coordination on project activities.

 

REQUIREMENTS 

 

QUALIFICATIONS

 

Minimum

  • Master’s degree in international development, natural resources management, rural development, energy policy, water resource management, urban development, waste management, WASH, economics/finance/business, or other area related to green growth
  • Background in green growth, climate change, poverty reduction, social inclusion.
  • At least 5 years of working experience in an international setting in project management and/or evaluation of projects relevant to green growth, climate change, poverty reduction, social inclusion and the technical strategic areas including land-use, energy, cities and water
  • Strong oral and written English is essential. Knowledge of Myanmar is an asset.
  • Experience coordinating successful functions and events (workshops, meetings, etc)
  • Experience in identification and writing of successful project proposal
  • Proven technical expertise or work experience working on projects focused on at least two green growth sector strategic areas: land-use, energy, cities and water, and climate change.
  • Extensive experience in working with government counterparts.

 

Preferred (differences from the above highlighted in italics):

  • At least 10 years of working experience in an international setting with at least 5 years of working experience in different geographical regions of Myanmar
  • Strong oral and written Myanmar language.
  • Proven technical expertise or work experience working on projects focused on at least three green growth sector strategic areas: land-use, energy, cities and water, climate change.
  • Experience in technical advisory and/or capacity-building roles relevant to Green House Gas (GHG) Inventories, and/or Monitoring, Reporting and Verification (MRV) of Nationally Determined Contributions (NDCs) to climate change.
  • Experience in working with or promotion of private sector institutions relevant to land-use, energy, cities and water.
