Stop TB Partnership

UNOPS hosts the Stop Tuberculosis Partnership Secretariat (STBP) as of 1 January 2015, in Geneva, Switzerland. The vision of the Stop TB Partnership is to realize the goal of elimination of Tuberculosis (TB) as a public health problem and, ultimately, to obtain a world free of TB by ensuring that every TB patient has access to effective diagnosis, treatment and cure; stopping transmission of TB; reducing the inequitable social and economic toll of TB; and developing and implementing new preventive, diagnostic and therapeutic tools and strategies. The Stop Partnership is uniquely positioned to support the development and further implementation by partners of the current and future Global Plan, acting as a coordinator and catalyst for the range of partners engaged in the fight against TB.

As a key initiative of the STBP, the goal of the Global Drug Facility (GDF) is to facilitate world-wide, equitable access to TB medicines and diagnostics across both public and private sectors. This goal is achieved through management and coordination of market activities for the full portfolio of TB medicines and diagnostics, strategic procurement and innovative logistics solutions, technical assistance and capacity building for TB programmes in better pharmaceutical management practices, and accelerated uptake of new TB medicines, regimens, and diagnostics using the GDF “launch pad.” GDF is highly reliant on technology to ensure quick and smooth procurement and supply of quality-assured TB products for populations in need.

Business intelligence, Big Data, ERP, data warehousing, online catalogues, IT platforms are increasingly becoming the mainstay of businesses, but all share one key feature: They are technology-driven business solutions based on automatized data information management. GDF plans to integrate these tools and solutions to develop and maintain an improved IT infrastructure in support of its operations, and will initially consist of a new centralized data storage that contains all relevant data needed to adjust procurement levels according to in-country needs and demands. Furthermore, the new infrastructure will be fundamental in providing insights to help policy- and decision-making by GDF executives, managers and clients.

Working with integrated systems is an essential contributor to the success of a business nowadays. Hence, new systems interfaces with GDF partners will increase data consistency, facilitate sharing of information and improve the overall efficiency of the business. It is expected that the new IT makeover will positively impact GDF’s operations as well as immediately and significantly improve the department’s services and overall performance of GDF in accelerating access to TB products and uptake of new tools. 

Functional Responsibilities

The Stop TB Partnership is hiring an IT Project Officer who will work under the direct supervision of the Quality Management and Business Intelligence Team Leader and will support the GDF with its internal IT projects that consist of i) creation of a centralized data warehouse, ii) maintenance/improvement of the decision making tools for the GDF Strategic Rotating Stockpile, iii) assess and revamp the current GDF Order Management System, iv) development and launch of the online GDF TB product catalogue and v) development and implementation of new Business Intelligence tools for KPIs tracking and dashboards for strategic decision making.

The IT Project Officer will be responsible for managing the GDF IT projects. He/she will be responsible for steering; planning, selection, design, development; implementation and controlling that arise within the IT projects. The role will entail software development, maintenance, support and upgrading the new Information and Communications Technology (ICT) infrastructure.

The IT Project Officer will also lead/manage the IT task force that aims to review, approve and implement IT requests submitted by GDF units. To fill this role the candidate is required to have ample knowledge and experience in project management experience and software development.

Specifically the individual will undertake the following functions:

Project Management

  • Acts as a liaison between development staff and Senior Management
  • Gathers and documents requirements for new features and communicate them to relevant stakeholders
  • Leads and manages the IT task force composed of technical professionals involved in GDF IT projects
  • Manages the procurement process for the recruitment of companies/consultants needed in close collaboration with UNOPS procurement team and the organisation’s IT Specialist
  • Works closely with GDF staff, companies/consultants to ensure that activities are performed as required 
  • Ensures projects are well-planned, executed efficiently, and results delivered on time with high quality
  • Organises, facilitates and participates in meetings throughout the project life cycle
  • Develops and tracks project KPIs and prepares reports on project activity status
  • Develops and communicates corrective action plans as needed
  • Performs other related duties as directed

Software Development

  • Manages the Order Management System and its interfaces jointly with the organisation’s IT Specialist
  • Assists the organisation’s Data Manager with the maintenance of the centralised data warehouse
  • Provides support to GDF staff in building and running reports
  • Takes ownership of developing new applications, improving existing tools, and generating reports
  • Creates technical documentation for all existing and newly developed IT systems
  • Keeps abreast of developments in the field and determines the need for testing and evaluating new products and technologies; provides leadership on introducing technological changes; prepares various technical reports
  • Prepares technical and user documentation for entire systems and interdependent applications; prepares training materials and detailed technical presentations.
  • Performs other related duties as directed

Education

  • Advanced university degree (Master's degree or equivalent degree) in computer science, information systems, mathematics, statistics or related field.

Experience

  • A minimum of 5 years of progressive experience in planning, design, development, implementation and maintenance of computer information systems.
  • At least 3 years of leading complex technical projects, ideally in international organizations or non-profit organizations.

Certifications

  • Certified practitioner in Prince2 or PMP/PMI (desirable)

Languages

  • English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Working knowledge of other UN official languages is desirable.
