INTRODUCTION 
 
The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region, and has been operational in Ethiopia since 2009. With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, response to gender based violence, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration. 
 
POSITION’S OVERALL OBJECTIVES 
 
We are looking for a highly qualified Accountability Officer who provides technical guidance and ensures DRC Ethiopia/Djibouti is equipped to fulfill its commitments under the Core Humanitarian Standards. The Accountability Officer develops and provides relevant training, designs and implements accountability structures and tools, leads implementation of the Feedback and Complaints Response Mechanism, set up and maintain accountability system, and advocates internally for transparency and accountability towards persons of concern, donors, staff and partners.   
 
KEY RESPONSIBILITIES: 
   
Minimum standards and capacity building  
  • Support all DRC offices  to uphold the highest standard as stipulated on Core Humanitarian Standards and CoC  
  • Ensure that all staff are trained in DRC’s CHS and Code of Conduct and what it means for them in their particular job function and risk environment, providing refresher training as necessary.  
  • Ensure that a feedback and complaints response mechanism is operational, available and understood by staff and beneficiaries for all DRC projects and field sites. 
  • Be available to provide informed advice and guidance for personnel, bearing in mind the responsibility of all DRC staff to report suspected and actual breeches of the DRC CoC.    
  • Develop and modify as necessary DRC’s accountability communications materials (CoC, feedback and complaints mechanism, program information) to both staff and community members through brochures and posters and other media.   
  • Conduct regular field visits to monitor DRC compliance with the CHS and communicate/explain the risks of non-compliance to DRC management. 
Accountability structures and systems  
  • Technically lead the development and management of accountability structures and systems across the country program.  
  • As Registrar, oversee implementation of the DRC feedback and complaints response mechanism, including intake procedures, timely response to submissions, case tracking, and communications with beneficiary populations  
  • With the MEAL Coordinator, develop and oversee implementation of Accountability Implementation Framework and Accountability Implementation Plan to deliver on its minimum accountability standards in emergencies.   
  • With the MEAL Coordinator and in consideration of DRC regional priorities, identify strategies and tools to support the effective implementation of individual Core Humanitarian Standards   
  • Foster participatory planning and implementation of accountability activities by training and involving community members. 
 Program support  
  • Support relevant colleagues to ensure accountability considerations are incorporated at all stages of the program cycle (program development, implementation, and monitoring and evaluation).  
  • Using accountability tools, consolidate and document lessons learned and best practices and share with relevant internal stakeholders.  
  • Oversee the effective communication, use and analysis of feedback and complaints data to improve programming, and accountability to affected populations.  
PERSONAL SPECIFICATIONS: 
 
Required 
  • University Degree in Social Sciences, Development Studies, or other relevant field of study.  
  • At least 3 years professional experience in the humanitarian sector  
  • Excellent knowledge of the Core Humanitarian Standards or other accountability measures/standards.  
  • Relevant previous experience working in compliance, accountability, complaints management, etc. highly desirable.  
  • Experience in developing and facilitating training  
  • High integrity and willingness to conduct her/himself transparently 
  • Ability to communicate technical information in an easy to understand, informative and collaborative manner   
  • Fluency in English.
