INTRODUCTION 
 
The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region, and has been operational in Ethiopia since 2009.  With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration. 
 
PURPOSE 
 
In order to lead DRC’s logistical support functions in the Gambella and Dimma Field Offices, DRC needs a strong, qualified national team member with significant senior experience in logistics, to manage all the logistics / procurement personnel and coordinate all aspects of the DRC logistics in the Gambella region. In addition to staff management and co-ordination, we are in need of someone who can follow up on timely supply to the field, supply from Addis HQ, strong control measures are in place, accurate and timely reporting, capacity building and to implement logistics / procurement systems following the DRC structure functioning effectively and efficiently for the long run.   
 
KEY RESPONSIBILITIES 
 
Logistics supervision 
 
  • To coordinate the logistics / procurement team based in Gambella and liaise with Senior Operations Team Leader in Dimma.  
  • Ensure that DRC standards and procedures are followed as per DRC Operations Handbook; 
  • To assist Procurement officer in maintaining a procurement / order tracker so that greater clarity of order expectation/ arrival. 
  • To supervise vehicle fleet management (approx.14 vehicles), ensuring all vehicles are fit for purpose, safety compliant, drivers are adhering to driving rules and regulations and kept clean. 
  • Follow up on supply chain, ensuring accountability of all materials from supplier, to stock, to camp to use. Installing warehouse management systems, according to DRC standards and requirements. 
  • Maintain an asset register of all items in DRC Gambella / camp / project locations and implement disposal plan when goods are no longer of use. 
  • Supervise the fuel consumption and management for the DRC fleet as well as grinding mills, generators, pumps etc. compiling a weekly and monthly report. 
  • Visit the camp locations regularly (minimum once a week and to visit all camps where DRC work), to understand the constraints and follow up / supply issues. Also, to visit the DRC stock compounds in each camp location. Ensure stock control is taking place in DRC camp compounds as well as the Gambella and Dimma bases, resulting in monthly reporting. 
  • To take the lead and supervise the rehabilitation of DRC facilities in camps and compounds (office and accommodation buildings, security and road access). 
  • To work with the HR dept. in the maintenance of the compound (electricity, building, sanitation, etc) 
  • To implement a weekly meeting with the team, planning strategy and achievements to be attained.  
  • To supervise maintenance and repairs of the DRC WASH equipment, generators, surfaces pumps, etc, as well as other equipment in the field. Implementation of follow up, use and servicing sheets. 
  • To ensure the correct follow up of office / accommodation generators, time sheets, maintenance and serving. Ensuring spare / stock maintained. 
  • To ensure proper human resources management of the logistics team – following up on evaluations, compensation / annual leave, disciplinary issues, recruitment etc as well as identifying areas for mentoring and build capacity of staff. 
Management 
  • To work closely with the logistics / procurement team, ensuring effective and efficient implementation whilst maintaining a comprehensive overview of all logistics and procurement tasks, roles and responsibilities. 
  • Facilitate regular meetings in all field locations 
  • Oversee performance management, regular evaluations and setting of targets for personnel, support in staff morale and advancement. 
Programme 
  • To understand the DRC Gambella Programme strategy and provide strategic input on improving effectiveness and efficiency 
  • Assist to identify logistics needs and respond with strong ideas and experience. 
 
Administration/Finance 
  • Follow human resource issues with the HR officer in Gambella 
  • Authorize payments on Logistics budget line 
Representation 
  • Represent DRC in logistics meeting  
  • Be DRC focal point as needed 
Reports  
  • Compile and prepare the logistics monthly activity/ fuel / stock report  
  • Prepare procurement plans with the Area Manager for new grants/ projects. 
  • Prepare with the team and submit the monthly work plans 
  • Others as per organizational requirements and requested. 
 
PERSONAL SPECIFICATIONS 
 
Required 
  • Preferably educated in Supply Chain Management or Logistics or another relevant field from a recognized institution. 
  • Conversant with all MS-Office software applications; 
  • Strong planning, organizational and problem-solving skills with ability to work both independently and within a team in a demanding work environment.  
  • Excellent personnel management skills, including diplomacy, communication and negotiating skills;  
  • Experience in staff training and capacity building 
  • Results-oriented and demonstrated ability to build partnerships  
  • Fluency in written and spoken Amharic; 
  • Strong English writing and communication skills;  
Desirable 
 
  • Experience working in emergencies; 
  • Proven ability to setup successful and compliant logistics and procurement systems 
  • Experience living and working in cross-cultural and remote environments. 
  • Experience working with refugees, asylum seekers, mixed migrants, and/or internally displaced persons;
