NRC is looking for ICLA Technical officer in our office in Severodonetsk.
The purpose of ICLA Legal Technical Officer (Human Rights Lawyer) position is to contribute with specific technical competences to project implementation. This position will normally not entail management responsibility of staff, but under certain circumstances the job may entail management responsibility for a very limited number of staff at assistant level.

Job description

• Ensure compliance with NRC policies, guidelines and standards
• Ensure compliance with ICLA strategy, tools, handbooks, guidelines and standards
• ICLA specific technical responsibility for implementation of technical activities, quality control and monitoring, for tracking of financial expenditures of ICLA projects
• ICLA specific technical responsibility for project documentation of technical activities of CC project projects s)
• Provide specific technical analysis and feedback to NRC representatives in coordination forums
• Assess, promote and document ideas for technical improvement and further program development options
• Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
• Promote the rights of IDPs/returnees in line with the advocacy strategy
• Conduct quality control and provide technical support to implementing partners and/or contactors
• Facilitate provision of basic information about the rights and entitlements of beneficiaries
• Facilitate individual and group legal counselling from the office and during mobiles visits
• Provide follow up and direct legal assistance on the issues which cannot be addressed by beneficiaries independently
• Identify, analyze and document violations of the rights, propose and advocate remedies
• Facilitate follow-up of unsolved issues through contacts with relevant authorities by mail, formal correspondence, phone and personal meetings
• Contribute to the monitoring and profiling exercises organized and/or participated by NRC
• Contribute to ICLA specific protection risks and needs analyses
• Contribute to designing of protection response to identified risks and needs
• Compile monthly narrative and statistical reports in the respective formats
• Compile reports on activities and cases of interest by request of ICLA Programme Management
• Perform any other tasks as requested by ICLA Coordinator, ICLA Project Manager or ICLA Programme Development Manager

Qualifications

• Experience from working within technical expertise area in a humanitarian/ recovery context
• Previous experience from working in complex and volatile contexts
• Legal expertise
• Technical specific knowledge from the humanitarian sector including international humanitarian law and international human rights law
• Documented results related to the position’s responsibilities
• Fluency in English, both written and verbal
• High education in law
• Experience in working as a lawyer in human rights, civil and administrative law sphere
• Knowledge about strategic litigation and European Court of Human Rights practice
• Fluency in Ukrainian and Russian, both written and verbal
• Good knowledge of the context in East Ukraine
• Experience of working in the field with displaced and/or vulnerable groups and communities
• Experience with ICLA or related legal aid programs is an asset
• Knowledge of the software programs (MS Word, Excel, PowerPoint)
