Gender responsive peacebuilding interventions of the CO were designed to address many of the root causes of the conflict in Liberia by, among other methods, using and strengthening inclusive community based structures and traditional mechanisms for conflict resolution. An important aspect of this was to promote the role of women and their role in management of natural resources, including land and community structures mediating and negotiating conflicts and finding solutions to gender based violence.  Specific emphases were put on the sustainable livelihoods for women, and other groups through an inclusive approach that would empower them to engage positively with each other and with local and national institutions including security institutions and the local government.

UN Women Liberia Country office is seeking experienced and qualified evaluation team to conduct the evaluation of its peacebuilding portfolio focusing primarily on minimum two key peacebuilding interventions implemented by the CO in the period 2013-2016. The evaluation will be commissioned by the Country Office (CO) as a formative (forward-looking) evaluation to support the CO and national stakeholders’ strategic learning, decision-making and future peacebuilding programming recommendations.

Duties and Responsibilities

Responsible for delivering key evaluation products in collaboration with the Team Leader:

  • Provide field team oversight and logistical assistance in preparation for the end-line survey
  • Specific focus and responsibility for the online data collection platform selection, online survey design and upload, enumerators training and monitoring, and end-line data collection monitoring and data analyses.
  • Participate in the development of tools for qualitative and quantitative data collection for the end-line survey including sampling strategy,
  • Train project staff in the use of research tools, and data collection methodology
  • Monitors the collection and analyse data from the field specifically collected via end-line survey
  • Provide assistance to other evaluation processes:
  • desk review regarding UN Women –programming: annual reports, donor reports, project documents, evaluation report.
  • drafting of the inception report (outlining the design, methodology, sources of information, list of people to be interviewed, required resources, indicative work plan for data collection, enumerators training)
  • Presentation of preliminary results of the evaluation to stakeholders prior to drafting the evaluation report;
  • Drafting of the evaluation report and end-line survey report, as necessary.

Required Skills and Experience

Education:

  • At least a college or university degree in economics, sociology, international development, gender/women studies or related area. Extensive work related experience will be recognized in lieu of degree.

Experience:

  • Proven working experience of at least three years’ in designing and conducting research, preferably in the African context; experience with gender sensitive research and data collection preferred
  • Practical experience with at least one online platform for survey design and data collection, data analyses and data presentation. This should include production of charts, tables and other visuals;
  • Excellent communication skills including ability to communicate with different stakeholders such as the country partners, senior management team as well as the  Civil Society Board members; knowledge of local language is desirable;
  • Country experience in Liberia or within the African continent;
  • Awareness of UN Women thematic areas of Peacebuilding and humanitarian action, Elimination of Violence Against Women, Women Political Participation, Women Economic Empowerment;

Language: Strong written and spoken skills in English
