We are looking for a highly qualified MFSS Officer for our program in Şanlıurfa, Turkey.

Who are we?

The Danish Refugee Council (DRC) is a humanitarian, non-governmental and non-profit organization, founded in 1956, that works in more than 35 countries around the world. DRC has been operating in Turkey since early 2013, working with by and large with non-camp Syrian refugees and affected host communities. DRC is committed to basic humanitarian principles; including impartiality and neutrality and offers the highest standards of accountability to the people it serves. The overall objective for DRC in Turkey is the protection and promotion of durable solutions to displacement affected populations on the basis of humanitarian principles and human rights with more immediate objectives focusing both on the immediate subsistence needs, protection and self-reliance support as well as a more long term focus on capacity building. In Turkey, DRC works partially through partners, also providing intensive capacity building support, while also conducting direct implementation.

About the job

The overall objective for DRC in Turkey is the protection and promotion of durable solutions to displacement affected populations on the basis of humanitarian principles and human rights with more specific objectives focusing both on immediate subsistence needs, protection and self-reliance support as well as a more long term focus on capacity building. DRC works with beneficiary communities and individuals to prevent and reduce protection threats, and build resiliance.

Duties and Responsibilities

The MFSS Officer will have the following duties and responsibilities:

Overall Responsibilities

General Responsibility (30%)

  • Abide by and promote DRC’s code of conduct, vision, and values, aims & objectives and equal opportunities policy.
  • Ensure co-development of all daily/weekly/monthly work plan, in coordination with senior protection staff.
  • Participate in coordinating the operations of multi-functional safe spaces.
  • Assist the Senior Protection Officer and other relevant officers in the detailed planning of and reporting on MFSS activities
  • Represent the DRC protection team when requested
  • Suggest solutions for problems encountered with activities, budget, work plan and human resources, discuss them with the Project Manager and participate in the decision-making process.

Coordination and follow-up responsibilities: (30%)

  • Understand and follow up on activities and assess progress of implementation, provide solutions and report issues when needed
  • Develop and maintain effective working relationships, including service as referral focal points, with relevant stakeholders including partner agencies, community leaders and service providers
  • Follow DRC Standard Operation Procedures for vulnerability assessment and assistance
  • Refer protection cases to relevant partners; including updating relevant databases on referrals and feedback
  • Follow up on all MFSS activities (life skills sessions, outreach activities ,awareness raising sessions, recreational activities, etc) in close collaboration with the senior staff, other DRC protection teams, partnering organisations, community committees, and other relevant stakeholders
  • Conduct weekly coordination meetings with MFSS staff and volunteers
  • Evaluate MFSS activities and propose new activities 
  • Follow up daily on MFSS activities
  • Prepare and update the timetable and work plan for MFSS activities       

Human resources responsibilities: (15%)

  • Daily management and supervision of MFSS staff
  • Support MFSS staff through the provision of technical support and guidance. Ensure that staff implement and respect best-practice and international standards in MFSS prevention and response
  • Support the recruitment and evaluation of human resources (in collaboration with senior location leadership
  • On the job training and coaching of volunteers on different topics but prioritizing: minimum protection standards, consent and confidentiality standards and how to work with community based protection strategies

Financial/Administrative responsibilities: (15%)

  • Assess procurement needs in coordination with the Protection Coordinator and Senior Officer
  • Coordinate and supervise the correctness of DRC finance/admin procedures
  • Ensure and supervise regular volunteer allowances in coordination with the admin and finance assistant
  • Monitor budgeting, expenditure and expense tracking activities throughout the project, in close collaboration with the Protection Coordinator and Senior Officer
  • Coordinate with the Protection Coordinator and Senior Officer on setting the payment schedule, ensuring accurate payment of regular expenses

Monitoring and Reporting responsibilities: (10%)

  • Regularly monitor and evaluate the quality of activities & security and protection policies being implemented
  • Prepare the overall community service monthly report
  • Propose new activities according to identified needs in the community
  • Participate in the post-assistance monitoring

Other

  • Any other duties related to the nature of the job as directed by the supervisor.

    About you

    To be successful in this role you must have ability to work in Turkey and well-developed organizational and planning skills.

    Moreover, we also expect the following:

    Essential Qualifications:

  • University degree or advances training/ course in sociology, social work, international affairs, humanitarian or related field;
  • Strong communication skills, both verbal and written, in English and Arabic.

Essential Experiences:

  • At least 3 years of proven experience in field-based humanitarian settings or in the private sector, including at least 2 years in the Protection sector;
  • Proven experience in team management

Preferred Qualification:

  • Experience in conducting community outreach and mobilisation
  • Trained in offering psychosocial support
  • Excellent interpersonal skills
  • Well-developed organizational skills

Preferred Experiences:

  • Experience or educational background specializing in GBV programming

Required Skills and Competencies:

  • An understanding of humanitarian/civil society issues in Turkey and the region
  • Experience working in the field (preferably experience from Southern Turkey)
  • Experience with managing teams.
  • Understands rights and protection issues of refugees, children and women - experience working with Syrian refugees is an advantage;
  • Proven communication, interpersonal, representation, negotiation, promotion and diplomacy skills,
  • Level of knowledge and practice with Word, Excel, Outlook, etc. required.

    Language Skills:

  • Arabic and English essential (Turkish is an asset)

We offer

DRC will offer the successful applicant a 4 months’ contract, renewable dependent on both funding and performance. You must be available to start work ASAP and be willing and able to work in Şanlıurfa.

We offer a fair compensation package depending on your qualification and experiences as well as additional allowances such as relocation allowance and living allowances, if applicable. DRC Turkey is income tax exempted.
