BACKGROUND 
The Danish Refugee Council (DRC) provides relief and development services in the Horn of Africa and Yemen. Since 2008, using a protection of human rights framework, DRC Yemen has worked with mixed migrants (refugees, asylum seekers and illegal migrants) coming from the Horn of Africa who are displaced by conflict and drought. The Danish Demining Group (DDG) is a Mine Action specialized business unit within the Danish Refugee Council. 
 
Since 2010, DRC has implemented protection and other humanitarian programming in support of IDPs, returnees and host populations affected by recent and ongoing conflicts in northern and southern Yemen. Current and planned activities include protection profiling, return and child protection monitoring/assistance, early recovery assistance (shelter, food security/livelihoods, and WASH assistance), social cohesion activities among conflict-prone and marginalized communities and community development. Many of DRC’s activities entail information collection, analysis and reporting for a wide public audience. 
 
DRC holds the secretariat of the Mixed Migration Working Group in Yemen, a group of national and international organisations working towards mitigation of the negative consequences of the migration pressure in the region through assistance both to migrants and hosting communities as well as through capacity building of the local authorities to address migration challenges.  
 
Although the position is within the DRC/DDG Yemen Country Office (YCO), it will be based in Amman (Jordan), for extended periods of time. Working mostly in remote management with Yemen, the incumbent will be required to demonstrate high level of independent thinking, self-awareness and proactive initiative.  
 
KEY RESPONSIBILITIES 
Program development, reporting and communication: 
  • Monitor and research funding opportunities. 
  • Represent DRC and DDG Yemen at donor meetings and events. 
  • Represent DRC and DDG Yemen at  protection, shelter/NFI, WASH, early recovery, MMWG, food security clusters, CD and other relevant coordination meetings, as assigned 
  • Support the development and design of new initiatives, in line with DRC Yemen and regional East Africa & Yemen (EAY) strategic priorities. 
  • Liaise with the EAY Regional Office for all Communications Advocacy and Programme Support activities. 
  • Liaise with the Middle East and North Africa (MENA) Regional Office (in Amman) for  day to day activities. 
  • Rrepresent the YCO, in particular reference to fundraising and act as liaison with international organizations, donors and state entities as assigned.  
  • Liaise with all the YCO relevant sections in order to collect data and analysis of needs assessment, as needed for the day to day activities. 
  • Draft, edit, finalize and submit concept notes and proposals in line with identified needs and funding opportunities, and in coordination with the relevant project manager 
  • Provide quality assurance on all program development and reporting documents for DRC Yemen 
  • Prepare regular and ad hoc reports (statistical & narrative) for all DRC donors, in coordination with the relevant project manager 
  • Prepare quarterly reports and project development summaries for DRC Regional Office 
  • Act as focal point for communication/advocacy for DRC Yemen, including drafting fact sheets, newsletters,  inputs for annual reports, external advocacy pieces and visibility materials 
  • Review external documents and make recommendations as to whether DRC Yemen should endorse the document. 
  • Liaise with other MMTFs within the region and with the Regional Mixed Migration Secretariat in Nairobi to ensure effective information-sharing and coordination on issues of mutual interest 
  • Liaise with the Monitoring and Evaluation section, in order to collect analysis of needs assessment data, as needed.

  • Perform other tasks as assigned by the DRC Country Director

Moreover, we also expect the following:   
 
Required Qualifications 
  • University degree (Master’s preferred) in relevant field of expertise 
  • Minimum of four years of INGO experience with significant experience in proposal development and reporting 
  • Excellent English written and oral communication skills 
  • Good relief and development programming skills, including capacity to prepare logical, coherent and consistent documents including log frames 
  • Ability to work rapidly with staff in the field directly and remotely in writing and where necessary revising concepts, proposals and reports 
  • Good knowledge and skills in quality control and compliance issues 
  • Ability to operate effectively under strict deadlines 
  • Familiarity with requirements of key humanitarian donors and ability to work in a multi-donor environment, including EU/ECHO, DFID, UNICEF, UNHCR, among others 
  • Regional experience and Arabic language skills are preferred
  • Demonstrated experience and willingness to work in a conflict-affected country 
 
CONDITIONS 
 
Availability: 1 September 2017  
 
Duty station: Amman, Jordan, with frequent travel to Yemen 
 
Duration: One Year with possibility of extension, subject to funding.  
 
Reporting: Country Director 
 
Contract: This is a Family Duty post, the position is graded as A15 Salary, benefits and other conditions are offered in accordance with DRC’s Terms of Employment for Expatriates; please refer to www.drc.dk under Vacancies.  For national candidates, competitive salary and benefits are offered in accordance with the Yemen National staff salary scale and terms of employment.
